Does anyone know why doctors keep delaying surgery on bunionectomy?

I am getting free healthcare right now (lost job). I have severe hallux valgus deformity with hammer toe #2 toe. It is obviously painful and I can't walk without pain and need to find a job. I am on unemployment now and this would be the perfect time to do the surgery so I have time to heal. Doctor said come back in four months. Is it because I am getting free healthcare? It's a program here in Cleveland at Metrohealth Medical Center that just started this summer. Just wondering if they are waiting for Obamacare to take over or something like that. thanks;
