Out here in Cali we have something called "Workforce Partnership" through "America's Job Center." They'll pay up to $5,000 toward tuition for courses at a bunch of different colleges in the area. That's often more than enough to pay for some short certificate programs in a lot of different areas.
See if you can find something like that for your area. Call your local unemployment office and ask, or check your state's government site. If nothing else, there's always the Pell Grant if you don't already have a degree. (I think the Pell is for undergrads only, if I'm not mistaken.)
I'm not against educating prisoners if it can teach them work skills and keep them out of prison. Seems like a very good idea to me. But everyone else should be offered the same assistance.
