Issues about balance transfers in paying off

I have a credit card that I owe quite a bit on. I asked for a drop in the percentage rate so hopefully could pay it off faster and was told no, I already had the lowest rate they gave out. I then decided to switch CC and go with one that offered 0% for 17 months. I called, was told approved for the entire amount to be paid off to my original CC and then made another call this weekend to find out how the money would be sent, again told it was for the full amount and would be paid by wire transfer on the third of October. Today I get a letter stating they are only going to approve me for about a third of the original pay off and I had a certain amount of time to either accept the lower pay off or I could not accept. This would be my first ever transfer of balances, never done before and now I am wondering exactly what to do. I really wanted to pay off the first CC and close completely and now really confused about why I was told the full amount and now not. Has this happened with anyone else? Open to suggestions.;

[ In Reply To ..]Call them and ask, but also do not give up. There are many CC companies offering 0% for over a year. You can also demand to speak to that customer service person's mgr who may approve a lower interest rate. If you do a balance transfer, beware that if you are late for as much as 1 pmt, they will charge you a very high interest rate back to date of transfer.
