Clinton's remark ("what difference does it make now") was in answer to a senator's objection to the way in which an incident - after it occurred - was REPORTED.
Examining factors LEADING UP TO an incident helps us understand how to prevent a future occurrence. Debating how an incident was reported AFTER IT TOOK PLACE does not help us prevent a future occurrence.
