We often talk about what should the kids do while you're working. I saw the neatest idea in a Heloise column. The person said to take raw rice, place it in a bin of sorts (I'm thinking dishpan), and get a toy shovel and pail and other "beach" items. It gave instructions on how to dye the rice pretty colors, but I don't remember those instructions.
Anyway, it sounds like something a 2 to 4year-old would totally enjoy. Little kids love to fill things up, dump them, fill them up again.
I'd even go so far as to put a bunch of it in a very small wading pool and the kid could sit right in there with his or her various sized pails and shovels.
Your local dollar store likely has all sorts of things you could throw in there.
