I think you saw "Republican" in the first paragraph and quit reading after that. Trying reading the second paragraph.

Tom Daschle and said there's no short-term prospect, "but in a tax reform (and) deficit reducing context in the long term, the prospects are much better."
He opposes repealing the tax break by itself, but says he would be "willing to look" at it with other changes that improve access to quality health care while reducing costs.
Doesn's sound like this is all Republican to me. Anyway, they're just throwing ideas around right now. Nothing is written in stone.
