WASHINGTON — Republicans on the House oversight committee on Tuesday accused officials in Washington of turning down repeated requests for increased security in Benghazi, Libya, before the fatal attack on the diplomatic compound there last month.



In a letter to Secretary of State Hillary Rodham Clinton, committee leaders listed more than a dozen episodes, several of them violent, in the past six months that they said formed the basis for repeated requests by the diplomatic mission in Libya for more security resources.


Representatives Darrell Issa of California, the committee’s chairman, and Jason Chaffetz of Utah, chairman of the subcommittee on foreign operations, said in the letter that officials, whose names they did not reveal, had told them of the requests. They asked for details and a briefing before a hearing that they have scheduled for Oct. 10.


The State Department spokeswoman, Victoria Nuland, said the administration would cooperate fully with the committee, but it was not yet ready to answer its specific questions or comment on its assertions.


“We want to get to the bottom of precisely what happened and learn any lessons that we need to learn from it,” she said. “We’re taking this very, very seriously.”


The attack, on Sept. 11, killed Ambassador J. Christopher Stevens and three other Americans.


“Based on information provided to the committee by individuals with direct knowledge of events in Libya, the attack that claimed the ambassador’s life was the latest in a long line of attacks on Western diplomats and officials in Libya in the months leading up to Sept. 11, 2012,” the letter said.


“Multiple U.S. federal government officials have confirmed to the committee that, prior to the Sept. 11 attack, the U.S. mission in Libya made repeated requests for increased security in Benghazi,” it said. “The mission in Libya, however, was denied these resources by officials in Washington.”


In June, the letter asserted, Mr. Stevens was threatened in a posting on a Facebook page supporting the old government in Libya.


Other episodes it cited included harassment, beatings, unsuccessful bombing attempts, gunfights and attacks with rocket-propelled grenades, directed not only at Americans but also at other international representatives and the new Libyan authorities.


“Put together, these events indicated a clear pattern of security threats that could only be reasonably interpreted to justify increased security for U.S. personnel and facilities in Benghazi,” the letter said.


The events in Benghazi have been seized upon by Mitt Romney, the Republican presidential candidate, and by other critics of President Obama as evidence of weakness in his foreign policy.


The administration, for its part, has varied its descriptions of the attack, first saying that it appeared to be a spontaneous or opportunistic escalation of a riotous protest, then that it seemed to be an act of deliberate terrorism.


The lawmakers’ letter asserts that “it was clearly never, as administration officials once insisted, the result of a popular protest.” Mr. Issa’s inquiry, like others he has conducted on issues like the Solyndra solar energy loan and the Operation Fast and Furious gun operation, is likely to fuel the political debate, this time on embassy security and, more generally, the handling of foreign policy, especially in the roiled Middle East.


Republicans on the Senate Foreign Relations Committee, raising parallel concerns about security in Benghazi, have also asked Mrs. Clinton for the relevant cables.


One episode cited by the House committee was the firing in May of rocket-propelled grenades at a Red Cross office less than a mile from the United States diplomatic office in Benghazi, an early-morning attack that caused no casualties. A Facebook posting that claimed responsibility said, “We announce that Libya is an Islamic state,” adding, “Now we are preparing a message for the Americans for disturbing the skies over Derna,” a port city.


In early June, a two-vehicle convoy carrying the British ambassador came under rocket-propelled-grenade attack, which the letter called, “an important escalation.”


In late June, the Red Cross was attacked again, and the organization pulled out, leaving the American compound with “the last Western flag flying in Benghazi, making it an ideal target for militants,” the letter said.

instantaneous and perfect information is a ridiculous political stunt. But it has consequences beyond partisan gamesmanship. Such charges against the intelligence community unfairly make our analysts into political pawns. These are serious public servants who are trying to get to the bottom of a dangerous situation. It's time for Republicans to get serious as well.

There was plenty of warning and attempts prior to the 9/11 attack. In fact, the embassy in Benghazi was attacked before. When asked for added security,they were turned down.

Don't you think they should have taken these warnings and attempts seriously? I do....and because they didn't and because Obama is more interested in being re-elected than to worry about personnel or even the citizens of this country, he is to partly to blame.

As for the Committee letter, it's not a "Republican stunt" as you seem to think. When things go wrong, it's the job of the different committees to investigate. Just because Rep. Issa is a Republican doesn't mean it's a Republican agenda.

In fact, your side is also calling for investigation:

"While we laud reports that many Libyan security staff bravely fought to protect U.S. personnel in Benghazi, the incident raises the broader question of the adequacy of indigenous security forces in providing perimeter security, particularly in conflict and transitional countries," they wrote.

Senate Homeland Security and Governmental Affairs Chairman Joe Lieberman (I-Conn.) and ranking member Susan Collins (R-Maine) sought a security audit from the State Department's inspector general.

Lastly, Clinton will cooperate with the Committee investigating this because she states she wants to get to the bottom of it, too. Will she wind up being the scapegoat? Maybe. Or is she going to cooperate to give herself brownie points and distance herself from the President a little more. Her job is tiresome and she is acting more like the President than the President....but I still won't vote for her if she decided to run in 2016.

A hearing is supposed to be about discovery, not about forming a body of cherry-picked smatterings of out-of-context statements that fit a predetermined partisan smear narrative.

IMO, election campaign "gamesmanship" and "ridiculous political stunts" as applied to Libya will serve only one purpose and, as the article suggests, will ultimately make the CIA's job much more difficult, by superimposing false foregone conclusions they are tasked to overcome. If the GOP is truly concerned with getting to the bottom of the security issues and wants to make valid conclusions on which future preventative measures can be formulated, they should allow the process to run its natural course, which the author has more than adequately demonstrated TAKES TIME and PATIENCE.

Reminder: How long did it take to determine the Iraq War was waged on the basis of FALSE INTEL on non-existent WMDs that served the interests of predetermined partisan agendas? What did blind acceptance of the falsehoods end up costing in terms of death, destruction, human suffering, and depletion of resources? How far back did that blunder put us in terms of the war on terror, while those same efforts and resources were being misdirected against the wrong target? What are the consequences we continue to pay as we watch the aftermath unfold?
