If you feel too much of your time gets sucked up by the Internet - use a kitchen timer, set it for however long you want to be on the Internet per day, and stick to it.
I am doing this French online learning course, and I always look over at the timer, because I want to get my time in with my French. It's a big help.
In fact, a kitchen timer is a big help with any amorphous task, writing essays, painting, reading. Although the one I have is noisy (tick, tick), so I kind of bury it somewhere I won't hear it tick, just when it rings. A digital alarm clock just doesn't seem quite as "stern" as a kitchen timer, too easy (for me) to blow off.
