Former CIA agent: Bush made intelligence problems worse

A former CIA field officer says the Bush administration's reforms of the intelligence community have made it more difficult to prevent terrorist operations.

Speaking to MSNBC's Keith Olbermann, Jack Rice, now an on-air personality at Air America radio, said the creation of the National Counterterrorism Center and the office of the Director of National Intelligence in the years after the 9/11 attacks means that information is being shuffled around too many different offices and agencies.

"The problem with that is sometimes you may not get the context of that information," Rice said. "So they only get pieces of it. When you break this up into so many moving parts -- and there are already incredible numbers of moving parts -- you sort of misunderstand how the entire process works. So now they're having to cobble it back together, and try to come up with an answer, and they're still failing at that."

Olbermann cited a 2005 essay (PDF) by National Counterterrorism Center Deputy Director Russell Travers, which argued that the Bush-era reforms "severed the collection of the data from the analysis of the data."

"Are we on the road to 'fixing' intelligence, or are we at risk of making it worse?" the essay asked. "In truth, either outcome is entirely possible."

Sound byte news broadcasting. Mr. Rice makes perfect sense in a can't-see-the-forest-for-the-trees sort of way. The logic is elementary, considering that context is EVERYTHING. It is not surprising that W insulated himself with plenty of protective layers of intel bureaucracy. Could have been a failed lame attempt at jobs creation. Who knows?

Severing the collection of data from the analysis of data in ways that the left hand does not know what the right hand is doing is right on par with his leadership style, after all. The assertion that W's administration was not as concerned with quality of information is a no-brainer in light of the (lack of) justification to invade Iraq.

The value of hindsight is a beautiful thing. No doubt it will help guide the current administration as they undertake the daunting task of improving and strengthening the intel system and its current gridwork.

Well, the current administration seems even more - clueless, much more weak.

Those are the 2 most important issues to Americans. The housing market is also starting to go back downhill again. Stimulus was a bust. You can bloviate all you want. indicate the bleeding has stopped and the recession is turning its corner. The unemployment rate is no longer increasing and has leveled off. The job loss rates were 82% lower in December than they were for April, May and June.

My response was to the inaccurate statement that there has been no improvement since O took office. I am in no position to determine which things are most important to all Americans and neither are you. I would be happy to repond to your housing market comment were you to cite your sources. From what I am reading, that too is beginning to level out.

Skipping over such examples as equal pay for women, expanding SCHIPS, conservation, helping families save their homes, credit card regulation, hate crimes legislation, assistance to workers, homeowners and business, etc, does not mean they didn't happen and that they don't matter to large chunks of the electorate.

History has shown that the economy goes thru cycles and would bounce back eventually. It's whether Obama is speeding up or retarding our economy. You don't start massive government spending, when people are already hurting for money, in the middle of a recession. So they can't pay their bills as it is and you're just going to take more of their money in taxes? How does that make sense? Why don't you libs just send the gov't your entire paycheck and let them give it back to you as they see fit?

Even the IRS admits they take in more income by tax cuts than raising taxes. Reagan proved it.

it's that they didn't come in and just TRASH Bush's "war on terra" policies after reviewing and developing a plan that actually WORKS. Back when Bush was still president, there were complaints of not sharing intel as a result of Bush policies.

It's a known fact that the left hand does not know what the right hand is doing is right on par with the past 20-some years of intelligence monitoring. (The world) intelligence 'group' has gotten so large, they can't comprehend who needs to know and who doesn't [need to know]. They also don't know how to decipher truth from fiction anymore. They could put out warnings up the wazoo and be ignored because the other hand doesn't know if it's important enough. They don't know and, in reality, don't have the time to decipher each and every message that comes down the pike. There's too much upheaval in every country on this planet and I don't think the 'greenhorns' can understand what's vitial and what isn't, plus the fact that some of them probably don't believe a threat when they see it; i.e., "somebody could be blowing hot air".

In fact, I would like to pursue that discussion not only in terms of intel restructuring but also with regard to a radical shift in the approach to the war on terror in general. That discourse would be in line with something I think Nikki was talking about in the past day or two regarding the nature of the enemy, how they do not have a country and how we cannot be bombing all over the place trying to eradicate them and expect to make any real progress. Truth be told, BWT, it is getting closer and closer to my bedtime and I feel I can get a better handle on that after first java call in the morning.
