Unemployment Benefits Make People Not Want To Get A Job

What do you think about this statement Republicans? I know there are some on this board that have been looking for a job for months. Blocking the benefits for the unemployed and statements like this will be fuel for the Dems in November.


A debate on the Senate floor Monday over unemployment compensation crystallized, at least for a moment, the divide between the two parties in Washington.

Sen. Jon Kyl of Arizona, the Republican whip, argued that unemployment benefits dissuade people from job-hunting "because people are being paid even though they're not working."

Unemployment insurance "doesn't create new jobs. In fact, if anything, continuing to pay people unemployment compensation is a disincentive for them to seek new work," Kyl said during debate over whether unemployment insurance and other benefits that expired amid GOP objections Sunday should be extended.

"I'm sure most of them would like work and probably have tried to seek it, but you can't argue that it's a job enhancer. If anything, as I said, it's a disincentive. And the same thing with the COBRA extension and the other extensions here," said Kyl.

Unemployment benefits are generally so small that much of it is often used to pay for COBRA health insurance, even when subsidized. The size of the benefits does not generally cover the cost of living and it would be hard to find a single person who would prefer unemployment to having a job so that they could get subsidized COBRA.

Sen. Max Baucus (D-Mont.), about as far from a populist as can be found in the Democratic Party, appeared surprised at Kyl's claim.

"The Senator from Arizona argues that unemployment insurance is a disincentive to jobs. Nothing could be further from the truth. I don't know anybody who's out of work and is receiving some unemployment insurance believes that that payment is sufficient not to find a job. The payments are so much lower than any salary or wage would be, it's just ridiculous. I might add, there are five unemployed Americans today for every job opening in the economy," said Baucus, chairman of the Finance Committee. "People are looking for work. They're not unemployed because of choice."

He added that Kyl's economic argument was flawed, as well. Unemployment benefits do create jobs because the recipients cycle the money through the economy. He cited a Congressional Budget Office analysis that said the Gross Domestic Product grew $1.90 for every dollar the federal government paid out.

Baucus, ever the bipartisan, gave Kyl a chance to take his accusation back.

"I don't know if the senator really meant this, but he certainly strongly implied, in fact, I took him to mean that unemployment insurance is a disincentive for people to look for work," said Baucus.

Kyl asked to clarify. "My colleague quoted me correctly -- almost correctly," he said. "I said, it's not a job creator. If anything, it could be argued that it is a disincentive for work, because people are being paid even though they're not working. I certainly did not say, and would never imply, that the reason people don't have jobs is because they're not looking for them. Now, it is true that a lot of Americans have gotten so tired of looking for jobs or -- or believe that they're not gong to find them, that they have stopped looking."

Still, Kyl concluded by standing by his statement.

"What I said is true and if my colleague could find a source that says it's not true, then please show me. But providing unemployment benefits does not create jobs," he said, though Baucus had already directed him to the CBO analysis.

Kyl could also consult economist Dean Baker of the Center for Economic and Policy Research. "It puts money into people's pockets and they spend almost all of it. That creates jobs," he said.

tell me how much monthly unemployment payment is in comparison to the last salary?

Is it 75% of the salary, 50%, is it the minimum wage, or even less?

Totally agree... unemployment benefits do not create jobs. The clueless people of this country need to understand that unemployment benefits are not the same as welfare benefits. The people receiving UC have actually worked and have contributed to the UC account and have earned the right to collect such benefits... unlike the welfare babies who just sit and home and collect free money while everybody else pays for them.

for 9 years fall also into the welfare category, since one has to work and pay taxes for at least 10 years to qualify to receive social secuity benefits. There are a lot of people like this.

I am asking myself now where do the tax monies that these people paid for 9 years go? Who puts them into their pockets?

I met two young men Sunday who are - me

both on unemployment, drawing between $450 and $500 per week (each). One has been on this for just over a year, just now got an extension, and said he was told when that one ran out to come back and they'd file for another extension. The other has been on it for a few months.

Although both say they report to the employment office that they are indeed looking for work, both admitted to me that they are most definitely not. Both work little "side jobs", unclaimed, are paid by cash, and this is never reported.

Both seemed perfectly happy with their situations and have no intention of changing anything as far as I could tell. They will "ride it as long as it lasts".

by not looking too hard to get a job, what can be done in these times since UB is extended to 46 resp. 72 weeks, maybe soon to 99 weeks.

Who can prove that they really cannot get a job? Maybe they don't.

I met them at his house. They were all just talking about this stuff as if they were proud of it, to be honest here. No shame, no denial, no realization whatsoever that what they are doing is wrong.

I do need to clear up one thing, though. These "side jobs" are not full time. They do this and that here and there, yard work, a bit of house stuff for older neighbors, like that. But, they are paid in cash and it sounded to me as if they usually had something going on each week, making not bad money, either.

in our state self-employed income is okay-does not affect unemployment at all. You can earn up to a specific amount before it changes the UC, and it is a pretty significant amount. The question is if they report the income on their taxes - that is where the fraud is occurring.

You might be right, dnh, but that's a very unusual rule. Generally any income earned while collecting means adjustments to the unemployment check. Here's an article explaining the process. Reporting income does not mean you won't get a check; your check may be adjusted because you had income, though.


All in all, it's not a good idea to work under the table while collecting. You had a good point about the taxes they are avoiding, too. Not only are they living off the rest of us, they aren't pitching in their share. I think they could use a little attitude adjustment so they don't grow up to be moochers.

this is a section from the handbook individuals get in our state about filing their weekly claims for unemployment which shows that we don't have to report self employment income.

"Do not report the following activities as "work" on your weekly claim certifications, and do not report the income from these activities as wages:

Self-employment
Volunteer Fire Fighter or Volunteer Emergency Medical Technician (EMT). (If you are unsure if your services as a fire fighter or EMT are "volunteer," call a Claims Specialist.)
Jury Duty (Payments made by the court are not reportable; however, if you receive a wage from your employer for time spent serving on Jury Duty, these wages are reportable.)
Inactive Duty for WI National Guard and Military Reserves (i.e., weekend duty)."

What Kyl said is probably true of at least some people - simple logic would tell us this

...and if I were Mr. Baucus, when it comes to "five people looking for every job", I would be a vewwy, vewwy quiet wabbit seeing as how it was supposed to be his committee's bill that was going to create all those jobs that have never materialized.

But this is what kills me from the piece:

Mr. Baker is probably right about THAT half of the argument. Unfortunately, he doesn't close the circle. The money we're putting into the pocket of the unemployed comes OUT of someone else's pocket, which means they do not spend (or invest) that money, and by Mr. Baker's own logic, that COSTS jobs.

Magical thinking...that the government can give anything to someone that it doesn't take away from someone else.

Is it possible that somebody receives SS benefits and at the same time also unemployment payments?  My neighbor tells me that he receives both.
