Mothers Should Be Required To Work Outside Home Or Lose Benefits

WASHINGTON -- Women who stay at home to raise their children should be given federal assistance for child care so that they can enter the job market and "have the dignity of work," Mitt Romney said in January, undercutting the sense of extreme umbrage he showed when Democratic strategist Hilary Rosen quipped last week that Ann Romney had not "worked a day in her life." 

The remark, made to a Manchester, N.H., audience, was unearthed by MSNBC's "Up w/Chris Hayes," and will air during the 8 a.m. hour of his show Sunday.

Ann Romney and her husband's campaign fired back hard at Rosen following her remark. "I made a choice to stay home and raise five boys. Believe me, it was hard work," Romney said on Twitter.

Mitt Romney, however, judging by his January remark, views stay-at-home moms who are supported by federal assistance much differently than those backed by hundreds of millions in private equity income. Poor women, he said, shouldn't be given a choice, but instead should be required to work outside the home to receive Temporary Assistance for Needy Families benefits. "[E]ven if you have a child 2 years of age, you need to go to work," Romney said of moms on TANF.

Recalling his effort as governor to increase the amount of time women on welfare in Massachusetts were required to work, Romney noted that some had considered his proposal "heartless," but he argued that the women would be better off having "the dignity of work" -- a suggestion Ann Romney would likely take issue with.

"I wanted to increase the work requirement," said Romney. "I said, for instance, that even if you have a child 2 years of age, you need to go to work. And people said, 'Well that's heartless.' And I said, 'No, no, I'm willing to spend more giving day care to allow those parents to go back to work. It'll cost the state more providing that daycare, but I want the individuals to have the dignity of work.'"

Regardless of its level of dignity, for Ann Romney, her work raising her children would not have fulfilled her work requirement had she been on TANF benefits. As HuffPost reported Thursday:


As far as Uncle Sam is concerned, if you're poor, deciding to stay at home and rear your children is not an option. Thanks to welfare reform, recipients of federal benefits must prove to a caseworker that they have performed, over the course of a week, a certain number of hours of "work activity." That number changes from state to state, and each state has discretion as to how narrowly work is defined, but federal law lists 12 broad categories that are covered. Raising children is not among them.
According to a 2006 Congressional Research Service report, the dozen activities that fulfill the work requirement are:

(1) unsubsidized employment
(2) subsidized private sector employment
(3) subsidized public sector employment
(4) work experience
(5) on-the-job training
(6) job search and job readiness assistance
(7) community services programs
(8) vocational educational training
(9) job skills training directly related to employment
(10) education directly related to employment (for those without a high school degree or equivalent)
(11) satisfactory attendance at a secondary school
(12) provision of child care to a participant of a community service program

The only child-care related activity on the list is the last one, which would allow someone to care for someone else's child if that person were off volunteering. But it does not apply to married couples in some states. Connecticut, for instance, specifically prevents counting as "work" an instance in which one parent watches a child while the other parent volunteers.

The federal government does at least implicitly acknowledge the value of child care, though not for married couples. According to a 2012 Urban Institute study, a single mother is required to work 30 hours a week, but the requirement drops to 20 hours if she has a child under 6. A married woman, such as Romney, would not be entitled to such a reduction in the requirement. If a married couple receives federally funded child care, the work requirement increases by 20 hours, from 35 hours to 55 hours between the two of them, another implicit acknowledgment of the value of stay-at-home work.

Romney's January view echoes a remark he made in 1994 during his failed Senate campaign. "This is a different world than it was in the 1960s when I was growing up, when you used to have Mom at home and Dad at work," Romney said, as shown in a video posted byBuzzFeed's Andrew Kaczynski. "Now Mom and Dad both have to work whether they want to or not, and usually one of them has two jobs."

Which "us" is he doing it for? The Republicans, through their contempt for the poorer, lower economic class, have made it clear that they want to cut Medicare/Medicaid, Social Security, etc. I'm part of that "us" group.

There's also the middle class, where I once resided, and families can and do transfer from the middle class to the lower/more poor economic group, with their homes in foreclosure, values under water, etc. I don't believe this group has much of a future under the Republicans.

Finally, there's the very rich, people of that ilk who can never get enough money, and they follow the new trend of taking from the poor and giving to the rich, cutting taxes on the rich, etc. I sort of think that Romney represents this group and also represents himself in the 14% he pays in taxes.

Here's how I see it. What I get tired of paying for are girls/women having illegitimate children, staying and living with their babies' fathers and not getting married only so they can continue to receive state OB/baby benefits. For that reason, heck yeah, they need to get their collective rear-ends out there and help to support their babies. Now, having said that, there are many unmarried couples out there who are together, have children, and do NOT use state/federal monies for support. The father works and they have chosen for mom to stay home. Fine by me, I'm not paying for it.

While my daughter was born in wedlock, her father was pretty much out of the picture after she was 3. The only time I ever had to use state assistance was during a move and was in between jobs (mid 1980s, healthcare began making cutbacks)and that was only for medical and food stamps for a very short time. Drove me nuts being on it, couldn't wait to get off. Either way, I worked even then, part-time while receiving said benefits.

This really isn't about Ann Romney or anyone else choosing to staying home or not.

I am not a Romney fan in the very least; I think he's an self-entitled yahoo who has no clue what the country is truly facing, and if he does, appears to not care. However, for girls and women out there having illegitimate babies and feeling quite comfortable sucking off the state/federal aid, I will agree with him on that. They can get a stinkin' job, just like I had to (with my legitimate child)and contribute to society instead of constantly taking. All that does is raise more welfare babies because of the lifestyle.

assistance to work? Is that what you are saying? Some days I feel like an idiot for working. I got pregnant at 15, had my child at 16, pregnant again by 19 and then again by 21. I would have been the perfect candidate for all the welfare in the world. I could have sit pretty much rent free, utility free, daycare free, education free, but instead, I got married at 16 and moved out with my 16-year-old husband. I skipped a grade in school to graduate a year early, still made valedictorian of my class while working 2 jobs. We had to do a move-in agreement for our first home waiting on my 18th birthday to close. I would love to be a stay-at-home mom, but for me it isn't feasible. My kids are important enough to me that I have had up to 3 jobs at once along with my husband working. I find it crazy that our society is willing to arrest someone who walks a few feet from their car at Walmart to put money in a charity basket for child neglect, but yet, people who do not even have the will to try to feed their kids on their own are just given more.

There is nothing wrong with teaching someone about the dignity of work. I know at the end of the day with all of the time I have spent working that my kids will know that I have done all I know to do to provide for them. Anyone can do it, they just have to have the determination.

I suggest you use some determination - and check out the current Welfare to Work Law

It is so nice to hear about a teenage mom who worked hard, still did well in school, and came out on top. Nowadays it seems like most people don't even try anymore because they know they will get assistance of some kind. I don't get that mindset but I guess I'm the dumb one for working while I could be getting stuff at the expense of others. I personally feel like we aren't helping a lot of these people. We are enabling them to stay unemployed and encouraging them to remain dependent. It is truly sad.
