The number of those who are "insured" but still cannot afford to go to a doctor is much higher still. Coincidentally, there's tremendous overlap between the other states with the highest percentages of uninsured people and those with Republican governors.

(Reuters) - Florida Governor Rick Scott voiced serious concerns Tuesday over what the federal government will do with personal and financial data collected by "navigators" who help people find insurance coverage under the new national health-care exchange system.

 

"Privacy has been a big issue for me," Scott told a meeting of the Florida Cabinet held in downtown Miami. "We don't know how this information is going to be used."

 

A new Florida law requires navigators to have training provided by the federal government and for them to be fingerprinted, with background checks conducted by the Florida Department of Law Enforcement.

 

Chief Financial Officer Jeff Atwater told a cabinet briefing he was concerned the federal Department of Health and Human Services will say Florida is "suppressing participation" in the new healthcare system by enforcing the requirements of Florida's law.

 

Just six weeks before enrollment is scheduled to begin, Insurance Commissioner Kevin McCarty said the navigators and their assistants have yet to be hired. And Attorney General Pam Bondi said their planned 30 hours of training has been cut to 20 because of time constraints.

 

"It remains to be seen whether the information that people will provide, to give navigators assistance, is safe," said McCarty. "The information given by applicants will be shared by the Health and Human Services and other federal agencies, including the Social Security Administration, Homeland Security and the Internal Revenue Service."

 

The Department of Health and Human Services spokeswoman responded to Scott's comments, noting that HHS has run in-person assistance programs for years to help Americans enroll in Medicare and Medicaid.

 

"Contrary to Gov. Scott's statements, consumers will never be asked to provide their personal health information to the marketplace, whether through a navigator or not," said spokeswoman Joanne Peters. "There is no such database of American's health information, and multiple independent fact checkers have debunked this claim."

 

McCarty told Scott and the Cabinet that "there are laws and rules" against using applicant information for any purpose other than enrollment in insurance plans, but "there are serious doubts about whether the information is adequately protected by the computer systems, and whether criteria for hiring navigators and assisters is sufficient."

 

Bondi, who on August 14 wrote a letter to HHS Secretary Kathleen Sebelius to express concern about the scope of information being collected, said the state is not trying to impede the healthcare law. Florida decided not to set up its own exchanges by October 1, the start of open enrollment, leaving that to the federal government. The state was also the lead plaintiff in an unsuccessful lawsuit aimed at overturning the national plan.

 

"This has nothing to do with anything except protecting our citizens from identity theft," Bondi said. "We have a lot of questions we need to have answers to."

 

After the meeting, Scott said he was not trying to thwart the health plan. He said the new state law will allow Atwater's department to know who the navigators are, but not what the federal government does with personal data they collect.

 

"You should know, if it's your information, how it's going to be used, when they're going to use it, what agencies are going to have it," Scott added.

(BTW, Governor Scott also presided over a law requiring people involved in auto accidents to seek medical care for injuries within 14 days or forfeit their right to seek redress of grievance. You're the type to just see if it'll  just go away first?

Scott used some of the wealth he accrued to buy his way into Florida's highest office (it cost him $70 million)--instead of going to prison because, like other "employees" of the corporations they own and run, he was protected from liability by law. "It wasn't me--the CORPORATION did it!"

Then there's massive, continuing election tampering and many other crimes, small and large, moral and legal. He even just vetoed a Florida flower license plate people could buy if they wanted to contribute to state beautification. Nobody on either side can figure that one out. He hates wildflowers?

I'm in Florida but would have sooner shaved my own head than voted for him and have no piece of the wave of voter remorse down here. I swear if this guy were in danger of dying right in front of me, I'd leave him to it and call it a good deed.

All searches I did came up with the same thing: Rick Scott was forced to resign from the corporation in 1997 and was NEVER CHARGED with fraud.

Now, about why Scott left Columbia/HCA in 1997.

That year, federal agents went public with an investigation into the company, first seizing records from four El Paso-area hospitals and then expanding across the country. The scope of the investigation at first was unclear; even Scott said he didn't know what the U.S. Justice Department was looking for.

But it later became apparent that the investigation focused on whether Columbia bilked Medicare and Medicaid.

Scott resigned as CEO in July 1997, less than four months after the inquiry became public and before the level of fraud became known. Company executives said had Scott remained CEO, the entire chain could have been in jeopardy.

Was he forced out as Sink claims? It's hard to tell. We don't know what happened in Columbia's board of directors meeting back in July 1997. So we have to go on news accounts from that time.

USA Today put it this way: "Under pressure from his board of directors, Columbia CEO Richard Scott quit Friday."

The St. Petersburg Times: "The top two executives at Columbia/HCA Healthcare Corp. resigned Friday under pressure from an increasingly hostile board."

Other articles used the words "amid pressure," or "ousted" to describe Scott's departure.

Scott campaign spokeswoman Jennifer Baker said Scott left Columbia/HCA over a disagreement on how to handle the fraud investigation. "There was a disagreement on how to move forward in light of the investigation and he and the company parted ways," Baker said. "The board wanted to settle the fines and Rick took the position that the courts ultimately did, which was that there could be honest disagreement over how the regulations were interpreted."

So, your article is wrong, wrong, wrong. Rick Scott was NOT the CEO, is not a felon and was not arrested. He was never charged and never even questioned in the case.
