[ In Reply To ..]It's a fairly simple concept, quite elementary actually. Let's take the issue of Obamacare. The House has passed 50+ bills to water down or kill Obamacare completely. They know the president sets the agenda, and they also know that this issue is not remotely the president's agenda. They pass it anyway 50+ times, knowing it is going nowhere and that the president will never sign it. Why waste time voting on 50+ bills that will only be vetoed?
As long as Democrats control the Senate, they'll continue to table the bills the president will veto anyway, as it saves time and money that would otherwise be wasted only to have the president veto all the stupid bills that aren't his agenda.
If the House and Senate are controlled by Republicans, then they can shove through all kinds of bills that aren't the president's agenda and force him to veto the bills. At this point, they'll usually attach stuff they want to stuff he wants and see what they can get signed.
Harry Reid is doing exactly what the president wants. It's just that simple.
