The facts of the matter have not changed in the past five years.
The Lifeline Assistance program was created by the FCC in 1984, when Saint Reagan was president. In 1996, under Clinton, the Telecommunications Act authorized land line subsidies for the needy.
The first cellular phone given out under the program was in 2008, when Bush was president.
The phones a person receives under the plan aren't smartphones - they're basic, low-end cell phones, and the plans typically cover about 250 minutes per month (varies by provider).
Facts are terribly inconvenient things when one wants to cling to some narrow and inaccurate world view. I can see why you'd avoid them.

I'm doing it because I now qualify for many things thanks to this president, although that was never my desire at this stage nor any other stage of my life. I wanted to make my own way. I still don't qualify for ObamaScare, but that's a good thing; however, I qualify for a reduction in my utility bill and am almost eligible for food stamps. I believe in capitalism, not socialism. Look at all the tax revenue he is not able to touch because of lower wages of the average American. Wouldn't you think he would help us so he and his cronies can get their hands on that money, too? You can blame the previous administration on everything I've said because that is usually what happens here, but before you do, let me say this: Dodd-Frank. I'm done here. You guys go at it.

Excellent observation.
Since the Lifeline program was expanded under Bush to include a cell phone *or* a landline, I wonder how much of the "100-fold increase" the OP references is nothing more than program recipients switching from land lines to cell.
Seems to me that would be a very useful piece of information to include in the linked article. I wonder why a conservative tabloid like the Washington Examiner would fail to make mention of it...

I am finally getting it. If we want to make our world safe and healthy for our kids and future generations, I think we need to make some drastic changes. Okay, weird question, but I'm wondering if your teeth shift around after a certain age (I'm 53). The reason is this. About 4 months or so ago I had a tooth that broke in half.
