need advice on safety gate

I have a friend who has had to move into a HUD apartment with her infant and toddler (husaband's whereabouts unknown, she's been unemployed for 2 years, is going to school full time now).  All of the walls are stuccoed-over concrete and there are steep concrete stairs.  There are no newel posts, just the walls (one shorter than the other) and an iron handrail...it reminds me of a fire escape stairwell in a large  building or hospital. 

Anyway, I want to get her a safety gate for the top of the stairs.  My husbad thinks HUd won't allow any drilling in the walls, so I need to find a no-hole solution.  Any suggestions? Thanks very much

You can find baby gates at Walmart for about $15 each that don't require drilling into the walls. If one is not tall enough, you can get two and stack them on top of one another and keep the toddler from climbing over.

Is that the kind of thing that you're thinking of?

they do have a good selection. I've read that tension gates are never safe at the top of stairs, but it did give me an idea...she has a small hallway at the top. A tension gate may work in the middle of it...then if the baby gets thru she would still be on the landing. I'll have to measure. Thanks again!

It's taller and metal/painted white. Good quality. We have it in our foyer so the dogs can't get near the front door and run out. It gets a lot of use and still looks great. It expands with rubber tips and stays secure on the half wall without screws. Very durable/secure. We love it.
