South Carolina will become first state to

Posted: Jan 24, 2014

My state has spent over $300 million of state taxes and only 44 have signed up for AHC.  It is not working in our state. We sure could have used $300 million to help the homeless or redo our severely crippled bridges, but noooooo, we had to spend it on ridiculous useless crap to get 44 people signed up and those people's deductibles are so high that they are still paying out of pocket for their care.

Good. Someone needs to speak up first if this crap is not working. - There are too many problems and SM

not enough people to staff it, solve problems, and nobody knows what to really do because this obviously is NOT going to work if enough people dont or cant sign up.

This is not going to work unless people are forced into signing up and paying in so the system can work as designed, and that's not only illegal but unconstitutional as far as I know.

I would take a guess that 300M spent/wasted could have been put into the program as funding which could have then been paid back to recipients, as well as used for other things the OP mentioned.

It's a good theory, but there's no way it's going to work on such a wide scale needed for the whole country. It's really wasting multiple expensive boxes of bandaids on a near amputation type of problem.

Get the economy stabilized by first cutting all the sweet perks that gov employees get such as being exempt from O-Care, cutting budgets of useless money-wasting things such as having a governor with 12 pens on hand to sign a bill. WTH is the reasoning for that??? I have never heard a satisfactory or logical/reasonable explanation for that and it infuriates me every single time I see it on television.

Then hiring people to create and manage jobs, which creates jobs, then people can afford to buy their own insurance or get it through employers.

That's a start, if you could get the gov employees to cut their own fat salaries while the citizens go without. That may be dramatic, but so is the fact millions of Americans are near starving and homeless every day. There's no reason for this to happen if such wasteful spending were cut.

I did some research and....sm - VTMT

The prospect of regaining the WH anytime soon is becoming dimmer and dimmer. Obamacare will be the right's Waterloo.

South Carolina lawmakers have found a way - to band Obamacare.

CHARLESTON, South Carolina (Reuters) - South Carolina lawmakers say they have found a way to stop implementation of the U.S. Affordable Care Act in their state, an effort that could provide a template for other Republican-led legislatures looking to derail the federal program.

The proposed measure would ban state agencies from helping carry out President Barack Obama's signature healthcare reform law and prevent federal money flowing through state coffers from being spent on it, said Republican state Senator Tom Davis.

The legislation would give South Carolina oversight of insurance rates offered through its federal exchange and require healthcare navigators, which help people sign up for the healthcare benefits, to be licensed by the state, said Davis, who chairs the committee drafting the measure.

The state's 2014 legislative session opens on Tuesday.

"Even though the federal government may pass a law, and even though that law may be constitutional, that doesn't mean that the federal government can direct the state to spend state dollars to implement it," he said. "States aren't simply political subdivisions of the federal government."

Six states have barred their employees from helping implement the law known as Obamacare, said Richard Cauchi, healthcare program director for the nonpartisan National Conference of State Legislatures.

At least eight states, including two that support the healthcare reforms, have regulated navigators, he added.

The new laws are mostly legally untested, Cauchi said.

"Florida and Ohio have said: 'We will have nothing to do with this law; we won't make it workable,'" he said. "At what point does state inaction constitute interference with a federal law?"

Last fall, a federal judge blocked Tennessee's "emergency rule," which would have fined healthcare navigators for helping people find insurance under the Affordable Care Act.

In December, Georgia lawmakers said they would follow South Carolina's lead this year in trying to prevent state agencies from taking part in Obamacare. With many legislatures convening this month, it is too soon to tell what other states will consider new obstacles to the law, Cauchi said.

Last year, South Carolina's House of Representatives passed legislation to nullify Obamacare, but Davis said that effort clearly would not have passed legal muster.

The state senator said he believed the rewritten bill, which he expects to be taken up for debate in a few weeks, would have teeth.

Opponents of the federal law are looking to South Carolina for a "template, something that other states can follow," Davis said. "It's like we're holding the fort until we can get people in Congress that can repeal or replace it."

He said he expected Democratic opposition and would need almost every Senate Republican's vote to stop a filibuster.

Critics of the South Carolina measure said the new attack on the Affordable Care Act was political theater.

"It is going to hurt people being able to access the marketplace because some of the navigator teams will pull out," said Brett Bursey, director of the South Carolina Progressive Network, a nonprofit coalition of liberal groups.

If the measure becomes law, it probably will face legal challenges from opponents, said Gibbs Knotts, chairman of the political science department at the College of Charleston.

"It's blocking access to something provided by the federal government," Knotts said. "There's all sorts of unfunded (federal) mandates that the states have to play a role in."

I'm with you on this one. I was being a little facetious with my comment. :-) The person who stated only 44 people have signed up in their state didn't say which state that is (I don't think), but I'd be truly flabbergasted if that was the case in ANY state. Unlike you, I haven't done any research on the numbers; but that "44" figure just doesn't seem plausible, to me.

Obamacare is here and has been deemed constitutional. It may not be perfect, but why can't we Americans all pull together for the improvement of things in this country for a change?

I live in a VERY red state where the majority of people don't like President Obama OR Obamacare, but I personally know of one very conservative couple here who own a small business, and they're absolutely thrilled with the coverage they've been able to sign up for compared with what they had before the Obamacare. I guess it's easy to condemn something unless you're the one who needs or benefits from it. That's sad and selfish, IMO.

Ahhh, now I see (after a quick Google search). The state being referenced is Oregon, and that 44 figure was as of December 11th. I'm curious what the enrollment numbers are as of January 24th.

Typical.
Found article. 170,000 signed up, but most are Medicaid - and 20,000 for AHC.

Kitzhaber Hires Cover Oregon Examiner as Doubts Build on Fate of Exchange
The governor reiterated enrollment numbers, noting that 170,000 Oregonians now have some form of affordable healthcare coverage, despite the Cover Oregon debacle. But Rep. Jim Thompson said the troubles aren’t over for the exchange’s viability, and the Medicaid expansion is not without growing pains.
By:
Christopher David Gray

Gov. John Kitzhaber told reporters Thursday that the state has hired an independent examiner to critically analyze the mistakes of contractor Oracle Corp and the state in rolling out Cover Oregon, while he and other Democratic officials have skirted discussion of whether the insurance exchange can survive its botched roll out.

Kitzhaber said 170,000 Oregonians now have health coverage thanks to the Affordable Care Act. But the vast majority of those have gotten Medicaid — only 20,000 people are covered by the private policies sold on the exchange, which are needed to keep it alive when its grant funding runs out at the end of 2014.

Republican Jim Thompson of Dallas told The Lund Report after Kitzhaber’s press conference that he doesn’t believe Cover Oregon will be able to stick to a greatly reduced budget and he sees no way that the Legislature will approve more money to bail out the exchange in an election year.

“We’re in this so deep it’s going to be difficult to get out of it; it’ll be difficult to go forward,” Thompson said. “[Healthcare reform] is a great goal. … We got where we set such sweeping goals that we didn’t know how to work with them.”

Cover Oregon is set up to operate based on a commission from every private insurance policy it sells, and with people unable to go online to easily buy policies, the state has fallen far short of its goal of 50,000 enrollees. The state has made tremendous progress since the end of November, when it reported only 44 policies sold — the lowest in the nation — but it’s still short of even low ball estimates of 30,000 individuals in private plans by the end of 2013.

The state still has three months until the end of open enrollment to play catch-up, but it has a lot of ground to cover.

Kitzhaber acknowledged Thursday that many people are still frustrated by the process, which has been an onerous and anxiety-inducing ordeal, leaving many applicants to wait months to hear back on paper applications from an overwhelmed Cover Oregon, which had not intended to process 86,000 applications by hand.

Even after the federal exchange, healthcare.gov, put together a functional website after experiencing significant delays, Cover Oregon still does not work properly, and there’s no launch date for a fully operational website in sight.

The problems of Cover Oregon have cost the Oregon Health Authority several million dollars and the exchange an extra $1 million by having to hire low-wage temporary workers to process forms — and high-salaried Silicon Valley experts and consultants to fix mistakes made by Oracle as well as the state in getting the website running.

Acting Cover Oregon director Dr. Bruce Goldberg said the exchange would be able to stay within its 2014 grant budget by revamping priorities.

For 2015, Goldberg opened his budget predictions with the goal of holding the line on administrative fees, indicating he believes the exchange will sell enough policies to survive.

“We’re preparing some budgets that have us at very low enrollment figures without increased fees,” Goldberg told the Cover Oregon board Thursday. Currently insurance companies pay roughly a $9 monthly fee for every policy sold on the exchange. “I would like to leave that administrative fee where it’s at.”

But Thompson found Goldberg’s projections to be unrealistic. He told The Lund Report that Goldberg had earlier told him the same thing with one extra detail — to reach that goal, Cover Oregon would have to cut its budget 20 percent.

“Have you ever seen a state agency cut service by that much and still operate the way they’re supposed to? That 20 percent is a big drop,” said Thompson, a moderate and the ranking Republican on the House Health Committee.

If Cover Oregon doesn’t have enough funds, Thompson said the state may have to pack it up and turn everything over to the federal exchange.

and rooting for Obamacare to fail. Why?? I know it is not perfect and amendments will need to be made, but is a start toward affordable health care that is portable and that cannot be terminated because of illness or denied because of a pre-existing condition. All these things are huge. I prefer a system like Medicare where basic coverage is provided to everyone across the board and supplemental policies available for a menu of extras like vision, dental, and coverage to help pay deductibles and copays.

Social Security was amended in 1939 and benefits were actually increased at that time rather than taken away.

compare the cost of an office visit when sick vs the cost of an ER visit, $75 vs $500-$1000. A young person with no insurance that gets in a serious MVA incurs a bill of millions. They are invincible don't you know. You are paying for all these people to get medical care. What about all the uninsured people who never get mammograms, colonoscopies, prostate and testicular exams, etc. who are too far gone when diagnosed? Who do you think pays for their radical surgeries, chemo, and/or end-of-life care? We all do. It ends up so much cheaper with better outcomes when care is managed by the patient and their primary physician.
Ends up so much cheaper than a - multitrillion dollar deficit?

The reason that some people are praying this catastraphe - to fail is -
[ In Reply To ..]
So that Americans can have better health care coverage. Not socialized. Plain and simple. Americans want to prosper and want a plan that is affordable for all and that you can actually go to the doctors you want, go to the special treatment centers you want, be accepted wherever you need to go and have better health care. Not what they are trying to shove down everyone's throat, while exempting themselves, their friends, the 1%ers, and anyone they want to vote for them.

Americans want better. You want a failed socialized health care system then move to Canada and England. It's not working out for them. They are saying why are you not listening. It doesn't work.

That's why people want it to fail, so we can have something better.

If you were from Oregon where I am you would understand what a big catastraphe this has been. Kicked out of my insurance, still uninsured with no hope.
