Year 2000, so 14-1/2 years. Rick Perry took office when George W. Bush resigned the office to become POTUS. Rick Perry and George W. had 8 years to secure the border before Obama became POTUS, so why do you suppose the 2 guys didn't take care of that issue then?
Easy answer: They don't really want it secured.
Rick Perry has now decided not to seek another term as Governor of Texas. That's why he's a hot bag of wind lately trying to get media coverage.

Ummm, he's the Governor of Texas (that's also his job), but for some reason that I cannot fathom, you actually think he can't secure the border and that it would break the law for him to do so!? Maybe there are so many illegals in Texas because it's a crime for the people that actually live there to do their own work! LOL. That certainly would explain Rick Perry's need to encourage illegals by providing them tuition, grants, and medical care.

The border patrol agents are called " U.S. CUSTOMS AND BORDER PROTECTION.
Do you see the initials "U.S.?" That means its the federal government who has control,.
FYI: United States Customs and Border Protection (CBP) is the unified border agency within the Department of Homeland Security (DHS). CBP is made up of personnel who were formerly with the U.S customs, U.S Immigration, Animal and Plant Health Inspection Service and the entire U.S Border Patrol. CBP employees manage, control and protect the nation’s border. CBP’s two main stated goals are anti-terrorism and facilitating legitimate trade and travel. CBP works to protect the U.S from acts of terrorism and reduce the vulnerability to the threat of terrorists through a multi-level inspection process.

Been there...done that. Checked some of your resources. Here's what I found so far:
Perry began awarding grants to border sheriffs in 2006 to help them buy equipment and pay officers overtime to patrol rural areas of the Texas-Mexico border between ports of entry. The goal of the program is to increase law enforcement presence and deter crime on the border.
The first effort was called Operation Linebacker, and border deputies were ASSIGNED TO SERVE AS A SECOND LINE OF DEFENSE for U.S. Border Patrol agents on the Rio Grande.
The El Paso Times' Louie Gilot tackled that queston ("Crime rises in spite of Operation Linebacker," Jan. 8) by tackling the premise, asking whether Operation Linebacker funds already spent on the border had reduced crime. The answer, "No." Crime increased. They sank millions into OL but didn't stop anything.
Meanwhile, the Texas Border Sheriffs Coalition is trying to get FEDERAL FUNDING for Operation Linebacker.
Operation Rio Grande had NOTHING to do with Governor Perry. It was ALL FEDERAL (INS), happened in 1997 and Perry wasn't governor then.
Operation Wrangler had so much flak: El Paso Mayor John Cook says local governments are participating at their own expense in exchange for a federal IOU. "Why is Texas, Texas taxpayers paying for this?," he asked. Reported a local news station, "Cook says protecting the border from illegal activity is the federal government’s job."
TX Homeland Security is a STATE deal. They coordinate the resources and responses necessary to prevent, protect from, prepare for and respond to all threats of terrorism and disaster. They don't do border patrols.

I simply said "please get back to the rest of us on how the 'Governor of Texas can't do anything about the border unless you expect him to break the law.'" because you made the incorrect statement that the "Governor of Texas can't do anything about the border unless you expect him to break the law."
Aren't you curious as to why they didn't arrest Rick Perry for his implementation of Operation Linebacker? It's because it's not breaking the law for the Governor of Texas to do anything/something about the border.

I'm not sure why Perry couldn't come up with a new name for his operation versus the INS's operation of the same name, but it is what it is and really isn't that big a deal if he's not creative in naming his border operations. On announcing Operation Rio Grande, Perry stated:
"With Operation Rio Grande, the state will take the lead role in coordinating state and local efforts to detect, track and deter criminal activity along the border. We hope federal officials will work closely with us to achieve this mission."
Perry was, of course, referring to the Bush Administration when he spoke of "federal officials" here.

Of course it is a "STATE deal." Rick Perry set it up for that stuff you listed plus more. What part of "all threats of terrorism" would not include Texas's joint effort with the federal government to secure the state's border? The link below contains the latest edition of the Texas Homeland Security Strategic Plan. This document sets out the entire agenda of THS. On page 1, THS gives a list of "Texas Homeland Security -- Major Accomplishments" with a long list following. The relevant accomplishments to this discussion being:
"In February 2006, Governor Rick Perry, recognizing that there can be no homeland security without border security, instituted a plan to increase security on the Texas-Mexico border, which included: increased local and state patrols; centralized coordination of patrol operations; centralized intelligence to drive operations; and leveraging technology to enhance radio interoperability, information sharing and fingerprint identification.
The Texas Legislature took the bold action of providing $110 million in the 80th session and $116 million in the 81st session to fund this evidence-based border security strategy. The funding included full-time positions, overtime and operational costs for expanded local and state law enforcement patrol operations and four state-of-the-art Texas Department of Public Safety (DPS) helicopters to support patrol operations.
The increased patrol capability along the Texas-Mexico border in the air, on the ground and in the water disrupted drug and human smuggling operations and put the Mexican cartels on notice that Texas has zero tolerance when it comes to smuggling, and there would be an increased cost of doing business in Texas."
So, yes, Texas Homeland Security actually does "do border patrols."
Anyway, my point was that it was incorrect to say the "Governor of Texas can't do anything about the border unless you expect him to break the law." If that were actually true, I know quite a lot of people who would have happily had "his governorship" arrested a long, long time ago.
I sincerely hope you get a pass from the wrath of the bad weather. Hopefully you're not in the path of Arthur. We get these hurricanes in Texas often enough, and they really can be devastating. Texas has an excellent strategy where hurricanes are concerned, and we've absorbed thousands and thousands of people from Louisiana that moved across the border to seek refuge from the wrath of Katrina who never returned to their home state. That's one thing where I do give credit where credit is due.
Rick Perry must've been part of the "Y2K bug" - - and he"s been malfunctioning ever since.

How is Rick Perry going to show Obama how to secure the border? Maybe he's going to suggest more freebies like the Texas DREAM Act?
Said Perry upon signing the DREAM Act into law: "We must say to every Texas child learning in a Texas classroom, 'we don’t care where you come from, but where you are going, and we are going to do everything we can to help you get there.' It's also possible, I guess, that Rick Perry wants to show Obama his ideas on bi-national health insurance. Perry has supported, in his words: "an important study that will look at the feasibility of bi-national health insurance. This study recognizes that the Mexican and U.S. sides of the border compose one region, and we must address health care problems throughout that region."
One region? We must address health care? Wow!
Rick has been so successful at border control that maybe he'd like his shining examples to go national?
But I'm thinking it's more likely that Perry wants to grandstand the issue and shift the blame toward Obama for his policies of an open door Texas that encourages these border crossings and has for 14+ years. Rick wants to be president and take this hypocrisy national.
