about reasons--not enough border guards, not enough training, were they told not too? I'm not understanding the point you are trying to make. I do know Trump is hiring about 6000 more border guards which should help somewhat.

Their hands were so tired under the Obama administration's "rules or engagement" that they couldn't perform their duties.
I live in a border state, about an hour north of the US-Mexico border. ALL the USBP agents that I know -- and I do know a few -- have been expressing increasing frustration for the past several years.
The above is the reason that their union supported Donald Trump, the FIRST-EVEN time they endorsed ANY POTUS candidate.

The NBPC has had a longstanding practice of not endorsing presidential candidates in the primaries. We will not, however, shy away from voicing our opinions as it pertains to border security and the men and women of the United States Border Patrol. As such, we are breaking with our past practice and giving our first-ever endorsement in a presidential primary. We think it is that important: if we do not secure our borders, American communities will continue to suffer at the hands of gangs, cartels and violent criminals preying on the innocent. As an organization we expect our elected officials to aggressively pursue the interests of the country. America has already tried a young, articulate freshman senator who never created a job as an attorney and under whose watch criminal cartels have been given the freest border reign ever known.
Unlike his opponents, Donald Trump is not a career politician, he is an outsider who has created thousands of jobs, pledged to bring about aggressive pro-American change, and who is completely independent of special interests. We don't need a person who has the perfect Washington-approved tone, and certainly NOT another establishment politician in the W.H. Indeed, the fact that people are more upset about Mr. Trump’s tone than about the destruction wrought by open borders tells us everything we need to know about the corruption in Washington.
We need a person in the White House who doesn't fear the media, who doesn't embrace political correctness, who doesn't need the money, who is familiar with success, who won't bow to foreign dictators, who is pro-military and values law enforcement, and who is angry for America and NOT subservient to the interests of other nations. Donald Trump is such a man.
Mr. Trump is as bold and outspoken as other world leaders who put their country's interests ahead of all else. Americans deserve to benefit for once instead of always paying and apologizing. Our current political establishment has bled this country dry, sees their power evaporating, and isn't listening to voters who do all the heavy lifting. Trump is opposed by the established powers specifically because they know he is the only candidate who actually threatens the established powers that have betrayed this country.
You can judge a man by his opponents: all the people responsible for the problems plaguing America today are opposing Mr. Trump. It is those without political power – the workers, the law enforcement officers, the everyday families and community members – who are supporting Mr. Trump.
Mr. Trump will take on special interests and embrace the ideas of rank-and-file Border Patrol agents rather than listening to the management yes-men who say whatever they are programmed to say. This is a refreshing change that we have not seen before – and may never see again.
Mr. Trump is correct when he says immigration wouldn’t be at the forefront of this presidential campaign if months ago he hadn’t made some bold and necessary statements. And when the withering media storm ensued he did not back down one iota. That tells you the measure of a man. When the so-called experts said he was too brash and outspoken, and that he would fade away, they were proven wrong. We are confident they will be proven wrong again in November when he becomes President of the United States.
There is no greater physical or economic threat to Americans today than our open border. And there is no greater political threat than the control of Washington by special interests. In view of these threats, the National Border Patrol Council endorses Donald J. Trump for President – and asks the American people to support Mr. Trump in his mission to finally secure the border of the United States of America, before it is too late.

That was the claim I was disputing and the Border Patrol did not say that. They supported him because of the wall.

On Thursday, the president of the National Border Patrol Council, Brandon Judd, informed the immigration subcommittee of the House Judiciary Committee that U.S. Customs and Border Protection agents have been told to release illegal immigrants and eschew ordering them to appear at deportation hearing.
Judd stated, "We might as well abolish our immigration laws altogether," adding that the reason the Obama Administration changed the policy out of "embarrassment" that only roughly half of illegals ordered to appear in court follow through. He continued, "The willful failure to show up for court appearances by persons that were arrested and released by the Border Patrol has become an extreme embarrassment for the Department of Homeland Security. It has been so embarrassing that DHS and the U.S. attorney's office has come up with a new policy,"
Judd explained that the order given agents "makes mandatory the release, without an NTA, of any person arrested by the Border Patrol for being in the country illegally, as long as they do not have a previous felony arrest conviction and as long as they claim to have been continuously in the United States since January of 2014. The operative word in this policy is 'claim.' The policy does not require the person to prove they have been here which is the same burden placed on them during deportation proceedings. Instead, it simply requires them to claim to have been here since January of 2014." He added that border agents refer to the Notices to Appear as "notices to disappear."
Judd pointed out the consequences of releasing the immigrants outright: "Not only do we release these individuals that by law are subject to removal proceedings, we do it without any means of tracking their whereabouts. Agents believe this exploitable policy was set in place because DHS was embarrassed at the sheer number of those who choose not to follow the law by showing up for their court appearances. In essence, we pull these persons out of the shadows and into the light just to release them right back to those same shadows from whence they came," he said.
After noting that the new policy had encouraged thousands of additional immigrants, Judd concluded, "Immigration laws today appear to be mere suggestions. There are little or no consequences for breaking the laws and that fact is well known in other countries. If government agencies like DHS or CBP are allowed to bypass Congress by legislating through policy, we might as well abolish our immigration laws altogether.”
Judd said there was an insidious plot laid by drug cartels as they helped children cross the border, asserting, "The unaccompanied minors could have walked right up to the Port of Entry and asked for asylum. Why did the cartels drive them to the middle of the desert and then have them cross over the Rio Grande only to surrender to the first Border Patrol agent they came across? The reason is that it completely tied up our manpower and allowed the cartels to smuggle whatever they wanted across our border."

Jessica M. Vaughan, the policy director for the Center for Immigration Studies, warned the subcommittee "the tide of new young people, many of whom have already been exposed or involved in street gangs at home, has provided a huge pool of new recruits for the gangs here. Gangs such as MS-13 and 18th Street are enjoying a brutal revival in certain parts of the country and are establishing themselves in new places."

Those guys are on the front lines EVERY DAY. (My BIL is one of them.) NBPC currently has about 18,000 members.
For the FIRST TIME IN THEIR HISTORY, the NBPC endorsed a presidential candidate. And the #1 complaint, according to my BIL -- who was been with the agency for 20 years -- is Obama administration's "rules of engagement." If you're so challenged that you don't know how to Google those specific "tied hand" rules, be sure to let us know. I'm sure someone will help you out.
