The GOP's response to demographic changes that delivered two presidential election losses to their doorstep is not to undergo policy transplants or institute changes that would appeal to minority ethnic and racial groups and women. Nosiree. They just want to skip over all that riff-raff and folderol and go straight for the jugular with sweeping election rules changes that fly in the face of the concept of democratic process. In PA, it's an end-pass around the electoral college, in a scheme that defies the most elementary tenets of that system that is based on proportionate/per capita assignment of electoral votes to population-dense counties. It would essentially eliminate ECV allocation by states as a whole and replace it with one based on Congressional districts.
Of no small consequence here is the reality that the majority of a state populations reside in the regional urban counties while the most sparsely populated areas cover dozens and dozens of more counties in rural areas. Under this power grab, a presidential candidate could easily garner, for example, a 5-to-7-point margin of popular vote, but receive a very small share of the electoral vote totals. In the case of PA, Obama got a 5-plus margin of the state's popular vote, but he would have only received 7 ECVs based on Congressional districts while the national popular vote loser would have gotten the remaining 13 ECVs.
Meanwhile, Congressional district gerrymandering is alive in well in VA. While Senator Henry Marsh D-VA was in DC attending the inauguration, the GOP Senate rammed through new maps drawn along party lines by a 20-19 vote. Marsh, of course, would have cast a nay vote, and Lt Governor Bill Bolling, who was also not present, would have cast a negative tie-breaking vote. Though Governor McConnell expressed his disapproval of the sneaky under-the-radar tactics, he has stopped short of saying he will veto the bill.
This blatent GOP vote-rigging is WAY beyond the "shenanigans" category. It's beyond the pale and absolutely unacceptable.
