GOP blocks bill to create incentive for companies to

Posted: Dec 10, 2010

What does everyone think of this? Haven't seen much about it on this board. * GOP Blocks Bill to remove tax advantages for companies that Move Jobs Abroad and give tax incentives for keeping them here. Political Hotsheet - CBS News September 28, 2010 1:02 PM Posted by Bob Fuss Republicans, with help from a handful of Democrats, used a filibuster to block a measure that would have used the tax code to punish big companies that shut U.S. manufacturing plants and move the jobs overseas. The Senate voted 53-45 in favor of the procedural motion, but Democratic leaders needed 60 to take the bill up. Current tax law allows companies to benefit in a variety of ways when they move jobs overseas, including deducting the costs of closing American plants. The proposed bill would have raised taxes on companies that move manufacturing jobs out of the country and provide a tax incentive for companies that decide to bring them back. Senator Debbie Stabenow, D-MI, said it was an attempt to protect American workers and the bill "sends a simple message: stop shipping our jobs overseas." But Republicans said they worried the bill could hurt the competitiveness of large American companies that still have a lot of American workers even if they do move some manufacturing plants to nations with cheaper labor. Senator Chuck Grassley, R-Iowa, also slammed the bill as nothing but "gamesmanship" designed to help the Democrats in the upcoming elections. It was in some ways a final parting shot for Democratic leaders, who have been unable to get much past Republican filibusters and will likely adjourn for the election as soon as they pass a continuing resolution, which is needed to keep the government operating after the fiscal year end on October 1st.;

P.S. I already know it happened in - September

we republicans hold. I don't understand the mindset of people who say they can't understand why everyday people vote for Republicans. What I don't understand is why so many people who vote for democrats want our country to be a socialist country. I guess you don't understand that "everyday worker bees" vote for republicans if they are good politicians. What I have seen in my life (for the past 30 years as an adult and from listing to my parents and grandparents), is the republicans are the ones who work for the people. If you think only republicans work for "big business, etc", then you haven't been awake while democrats are in office. Who do you think helped elect Obama and the democrats? Big business did. Wall street, CEOs, bankers, etc. Each party has good and bad, but every time the democrats come in so does the path to socialism, and now this time we see if full blast. I don't understand how people can vote for democrats who are working very hard to turn the country into a socialized country. Like Venezuela, Cuba, etc. Spread the wealth, government take over of every industry (auto, health, education, etc). How in people's right mind can they think that way. That is not what the country was founded on and "everyday worker bees" don't feel like sitting around watching the country destroyed. Middle income has done well under republican congresses and suffer under democrat. What I don't understand is why people are so party line that they'd rather have their taxes raised to the point where they have to start selling their belongings and move into a rat and mold infested apartment and their hard earned money distributed (not by their choice) to everyone else so that every American in this country makes the same amount of money no matter how hard or long they work, stand in food lines, lose their homes, etc, just as long a democrat in charge.

If you understood the values that conservative and independents and others hold true to their hearts (the constitution) how dear we love our families and countries and how much we want America to be the greatest country and not another socialist country which the democrats and progressives/socialist/communists are trying to force us into, then you would understand why we vote republican.

There is no way to reason with - fear

[ In Reply To ..]
and the fact that you associate Democrats with "OMG, that scary scary word....SOCIALISM" says it all. The middle class has not done better under Republicans, and Republican "values" are well, "Republican values."

I don't know what else to say except, I wish people would wise up and stop cutting their own noses off to spite their faces.

Everyone has one and no problem with that.

Yes, it is a fact that democrats (not all of course, just the majority)/progressives are associated with Socialism. Have you not been awake these past 2 years. Have you not seen what the congress (democrat/progressive majority) have been doing? I guess not.

Um, hello...middle class does do better under republicans. Didn't you read the article that over 50% of the country say they were better off two years ago than they are now. When democrats took over things got worse. Those 2% of the wealthiest in the country kept getting richer as did the democrats friends in wall street, the CEOs, and banker friends. It also happened the last time we had 2 democrat presidents. Then when republicans came in the middle income did better. People were able to save for their future, able to buy a house, take a vacation, etc. That is just a fact. One you may not like, but a fact nonetheless.

You seemed to like the term cutting of your own nose to spite their faces. However, it is more appropriately used towards the democrats who would rather have higher taxes imposed, lose their homes, and struggle, just as long as a democrat is doing it to them. They keep voting for them. That is called cutting off their own nose to spite their faces.

This is really no surprise. My opinion has always been the republicans are only for big business.

One note about Debbie Stabenow. "You go girl." I have written Ms. Stabenow many times regarding this issue and apparently many others in my state have too. She was fighting for us. Thanks Debbie. You keep on fighting.

P.S. I just wrote her to thank her and keep fighting for us.

Debbie Stabenow voted neutral on H1B visas. - You know, the Visas that...

allow foreign workers to come over here to work and take American jobs. Reverse offshoring.

Just so you know.

Both sides are in offshoring American jobs and importing foreigners to do American jobs. If she was really interested in addressing loss of American jobs she would vote against expanding the limit on H1B visas. Those are also the visas they use to bring over Indian MTs and put them up in apartments over here to take our jobs as well...so they meet the "we don't hire offshore" criteria of some companies.

Nothing is going to change on this front until we get in line with the rest of the world in how we tax our businesses so that it is lucrative for our businesses to stay on shore.

Which is the bill the GOP - blocked.

[ In Reply To ..]
She doesn't want auto companies going offshore, but doesn't care if H1B visa recipients take our MT jobs.

I don't understand that logic. Perhaps you do....?
It isn't about her.... it's about the GOP blocking the bill that would - keep our jobs here
[ In Reply To ..]
isn't it? Because she voted neutral on a visa bill, but fought for the bill that would keep jobs here... so what?

The one she fought for would, in theory, eliminate the need for the other one, right?

No...because she was fighting for specific group... - auto workers. And was netural on...
[ In Reply To ..]
the issue that would have helped our plight as MTs with Indians using visas to take our jobs on our own soil as well as over there. Stabenow is a politician first. I am sure the UAW is a big supporter and source of donation for her campaign, as well as for the DNC. That being said, she is advocating for a large number of the people who voted for her (auto workers) and for that I commend her.

However, if she cared about all American workers, she would have voted against the Visas as well, to protect all of us. It is NOT about all American workers. It is about who will get them re-elected, so not a lot of nobility there.

However, if the UAW would rein it is exhorbitant demands on auto companies, and the Democrats would relax the corporate tax rate so at least it would be an even playing field tax wise with the rest of the world...that would go a long way to preventing offshoring.

And stopping those Visas would help the MT work situation tremendously. I would be asking her to advocate for Michigan MTs while she is advocating for Michigan car companies.

That was my point.

The bill she fought for would have taken - care of

Michigan MTs, that was my point.

It seemed like you were glad the GOP blocked that bill. Maybe I misunderstood.
No, it wouldn't have, and the proposed - pub amendments that would
[ In Reply To ..]
have did not make it past the Dem majority leader cutting room floor.

"Despite the number of Americans without a job, companies are still allowed to import thousands of foreign workers with little or no strings attached. My amendments would make it possible for qualified Americans to fill the vacant positions first," Grassley said.

His first amendment would have prevented any company engaged in a mass lay-off of American workers from importing cheaper labour from abroad through temporary guest worker programs.

The second would have taken aim at fraud and abuse of the H-1B and L Visa programs, while making sure Americans have the first chance at high-skilled jobs in the United States.

Both amendments were being blocked by the Democratic Senate Majority Leader, the Senator said in a statement.

The 'H-1B and L-1 Visa Reform Act of 2009' would improve two key visa programs by rooting out abuse while making sure Americans have the first chance of obtaining high-skilled jobs in this country, Grassley said in the Senate floor.

"Many Americans are unemployed, yet we still allow companies to import thousands of foreign workers. These businesses should be asked to look first at Americans to fill vacancies, and they should be held accountable for displacing Americans to hire cheap foreign labour," he said.

"These two amendments go directly to the concerns about job creation and prevention of off-shoring of US jobs. Both amendments are bipartisan. Yet, if cloture is invoked, these amendments would fall on the Senate cutting room floor," he added.

Grassley said the H-1B program is well-known for encouraging companies to take their work offshore.

That is apparently why the pubs went on to block it. Can't say as I blame them.

Well, I did not know that. I will have to write to display my displeasure with that. Thank you for the information.

I don't really think I was insinuating anything regarding party lines. I do know that they are both not doing what they should. I was just pleased with her stand on the issue I responded to.

In my opinion, it is not all about the business taxes in this country. I do think we need to stop giving tax breaks to businesses that offshore. I think it also has a lot to do with the cheap labor overseas. There are many factors involved and we need to start doing things to stop it. Taking away tax breaks for companies that offshore will help, demanding that these companies pay the same labor overseas as they do here would definitely help, which was proposed by Senator Carl Levin. Those would definitely be a start.
It may not be ALL about business taxes, but that... - has a great impact.
[ In Reply To ..]
has a great deal to do with it. If companies were not paying out so much high corporate taxes (we are second highest in the world) they could spend more in wages for the labor force. I would not oppose legislation that did both...relax the high corporate taxes on all businesses, but add penalties for those who continue to offshore. Since we know any business is in business to make a profit, that encourages and makes keeping the work force here and only penalizes those who persist in going overseas.

However, both parties have their corporate donors which is why they juggle and point fingers at each other when they are all guilty.

I will sure be suggesting it to my reps in Congress. The republicans get the lower taxes on corps that they want, and the Dems get to keep punishing those who offshore when the playing field is level, and both of those things are good things, when done together.

So put through a bill that does both...level the playing field with America and other countries tax wise and include in that a stiff penality for those who persist in offshoring.

Sounds like a win-win to me.

as a nation we are dependent right now on oil. We have to have it. Domestically we do not produce enough, and a great deal of that has to do with restrictions on where oil companies can drill. So oil companies have to go offshore (where the oil is) to drill and compete in the world market.

I highly doubt they are paying none. I feel sure they are paying high taxes on domestic drilling. The no taxes thing probably comes from the income they make on foreign soil. That has been around forever, that is why during one time so many MTs went to Arab countries to work for awhile. They did not have to pay income tax on any of that income. That is why sometimes American workers (and a lot of them in oil-related jobs) go over to those countries to work for a year or two (high wages, no taxes) and then come back over here not having to work for several more if they don't want to.

The oil business is not the same as other businesses, as they HAVE to go offshore where the product is. There are only limited places they can drill here now.

I am sorry. I believe we should be working more on alternative energy sources, not because of company profits but for our earth. There is a lot of that going on in our state. We are putting up wind farms, building battery plants for car batteries, building plants for solar panels and shingles.

Oil is a dirty source and is killing our planet. It is also not an endless natural resource.

Yes, we do need oil at this time and it is disgusting the profits they are making on it, but it is not all about money. I for one am not for drilling more. We had the gulf oil spill. We had a terrible oil spill here in Michigan. There was much destruction of land and wildlife and loss of jobs because of these. We really need to understand that we need to find alternative sources and stop our oil dependence once and for all. How about all the oil companies get together and start using some of those profits for developing alternate sources. That way, they can help the environment and make a profit. They should build plants to manufacture alternate sources, put up wind farms, build battery plants. All this would create jobs and help the environment and not hurt them.
But until that happens, the fact remains...that is why... - oil companies show some 0 taxes.
[ In Reply To ..]
and that was the original question, correct?

Lots of states have the wind farms...Iowa is covered with them. However, there are issues with that. It is not sustainable and would cost individuals too much to pay for. Weaning this country off oil is going to take time. I am not against it, but it is not going to happen overnight, and until it does, the fact remains, like it or not...we have to have oil, and most of the oil on the planet is not here, and we only allow limited drilling, so it is unfair to demonize the companies who go where it is to bring it to us. Talk about cutting off your nose to spite your face.

That is all I am saying.

Also, I have never seen any kind of listing as to what jobs these things are going to create. I keep hearing "green jobs" but nobody seems to be able to identify what those green jobs are. Obama promised that during his campaign and we are not seeing that either. And I never have heard him specify what those jobs are either.

With all due respect, the Amish have NEVER been dependent upon oil. THAT is the difference. I admire them greatly, but again, they are a sliver of the entire US population.

You think I am against natural energy. I am not. However, I am realistic. Until you can replace all of the above with natural energy that performs at the same level at a price affordable to individuals, oil is going to be a fact of the US life.

Why are they more dependent on oil heat in the northeast? (We are very cold, too. Supposed to be 15 below this weekend). We are using "off peak" electric and natural gas. A lot of geo-thermal is being installed in the area. Oil heat is just not done anymore, except for old systems.

Not sure either. We heat with a wood burner. Corn is available to burn for fuel for heating as well, which is a replenishable resource. Many in our area have solar panels and windmills and it is a growing thing. We grow much of our food, so less trips to the store. Would love to get a horse and buggy to travel to the store, but don't have one yet.
Again...a localized area. Think on a nationwide basis what... - we would do if oil was no more.
[ In Reply To ..]
Cars stop. Trains stop. Trucks stop. Planes stop. How do you move merchandise, food, necessities from where they are made to where they are going? There are not enough wind farms to come close to making enough power to plants to make goods.

I can tell you pretty quickly..those starving people would be coming to you for your food.

And by the way, horse andbuggy to get you to the store won't do any good if the store has no goods to sell you.
There would be chaos and if you think cities are dangerous now...

Try to think of the BIG picture.
Natural gas is a fossil fuel, as is oil... - not "green."
[ In Reply To ..]
aren't all of the plants generating electricity powered by fossil fuel generators except the hydroelectric ones?

This is what I found regarding use of heating oil:
Heating oil is a refined oil made from petroleum, used in furnaces to heat buildings. It is the main source of heat in about 8.1 million American homes. People living in the northeast US are more likely to heat their homes with heating oil than other parts of the country, consuming more than 80% of the home heating oil used every winter.

By the way, natural gas is also a fossil fuel, just like oil. It is not good for the environment.
I believe the N gas burns more efficiently and is less polluting - sm

As far as green jobs, we are a shipping port and we see lots and lots of wind generator parts being imported here and shipped into the midwest. It is too bad they are not manufactured here, but at least we see the port shipping business.
Yep, and those ships run on an - oil-based fuel.

and yes, natural gas burns more cleanly, however, it is on the green hit list. As is coal. West Virginia is really thrilled with that, by the way.

Letâs see, Clarence Page cries âBig Oil tiesâ about Rep. Joe Bartonâs apology to BP CEO Tony Hayward because Barton received more than $100,000 in campaign funds (âBig Oil, Republicans run afoul of the little people,â June 22).

Yet Page conveniently ignores the fact that President Barack Obama loaned $2 billion for offshore drilling research to Petrobras, an $8 billion Brazilian oil company in which George Soros, founder of the Center for American Progress (CAP), has almost $1 billion invested.

Never mind that CAP was the group that helped Obama hire his transition team or that John Podesta, president and CEO of CAP, happens to be the brother of Tony Podesta, a BP lobbyist in Washington, D.C.

It should be noted that Tony and his wife, Heather Podesta, have made about $200,000 in contributions to Democrats this election cycle.

Math was never my strong suit, but somehow I think the almost $3 billion ties between Obama, the Center for American Progress, the Podestas and Petrobras makes the Democrats much more tied to Big Oil than the Republicans.
