Democrats block 20-week abortion ban.

Posted: Sep 22, 2015

blocked a Republican bill that would ban most abortions after 20 weeks of pregnancy. The measure failed to advance in a 54-42 vote, falling short of the 60 vote threshold needed. Democratic Sens. Bob Casey (Pa.), Joe Donnelly (Ind.) and Joe Manchin (W.Va.), who all oppose abortion rights, joined Republicans in voting to advance the bill. Republican Sens. Susan Collins (Maine) and Mark Kirk (Ill.), who support abortion rights, voted against it. The vote comes amid a roiling debate over Planned Parenthood funding that could lead to a government shutdown on Oct. 1. Republican leaders are hoping the vote on the 20-week ban, which comes the same day that Pope Francis arrives in Washington, will give members a chance to register their anti-abortion views without running the risk of a government shutdown. The measure would ban abortions after 20 weeks except in cases of rape, incest, or when the life of the mother is at risk. The ban after 20 weeks is based on the idea that a fetus can feel pain at that point in its development, something that remains a matter of fierce debate. Republicans also pointed out that only seven countries in the world allow abortions after 20 weeks. “It’s legislation that would allow America to join the ranks of most civilized nations when it comes to protecting the most innocent and vulnerable of life,” Senate Majority Leader Mitch McConnell (R-Ky.) said on the Senate floor. Opposing the bill, Planned Parenthood argued that abortions after 20 weeks are extremely rare, but are sometimes necessary for medical reasons, like if the baby has a lethal disease that would cause them to die shortly after birth. “Passing this law would put women in unimaginable situations — needing to end a pregnancy for serious medical reasons, but unable to do so,” said Planned Parenthood executive vice president Dawn Laguens. Senate Democratic Leader Harry Reid (Nev.), meanwhile, accused McConnell of “pandering to the extremists in his party” while the clock ticks towards a shutdown. “Instead of coming to grips with the reality of the situation, and working with Democrats to avoid a government shutdown, the Republicans seem more interested in political theater,” Reid said. The 20-week bill has already passed the House. If the ban were ever signed into law, it would almost certainly face a court challenge. Federal courts have in the past struck down some state 20-week laws as violating Supreme Court precedent protecting abortions up to the point of viability, generally considered to be around 24 weeks. Some state bans remain in place. As for the way forward to avert a shutdown, Senate Majority Whip John Cornyn (R-Texas) has indicated that the Senate will later vote on a spending bill that defunds Planned Parenthood. That measure would certainly be blocked by Senate Democrats, after which the Senate would move to vote on a “clean” continuing resolution that does not defund the organization. No plans are finalized, however, and it remains unclear if House Republicans will accept a “clean” funding bill. thehill.com ;

Less than 2% from rape and pregnancy complications. Now the democRats in the Senate say it's all good that 1% of human beings are slaughtered after 20 weeks in the womb. Funny how democRat senators had the chance to be born and vote on such issues. Disgusting human beings.

Same people who cannot stand the thought - of more immigrants

are advocating for 1.2 million MORE babies each year. Most who have abortions feel incapable of taking care of a child for one reason or another. I am certain the 1% will find their abortions one way or another, which leaves a lot of babies in the welfare state, which will not exist either, if the Republicans have their way.

There is no nexus whatsoever between abortion and - illegal immigration.

When a right winger accuses someone of being "pro-abortion" - simply walk away

[ In Reply To ..]
Only a sick, evil person would be out promoting abortion but the twisted social conservative crowd would have you believe that "pro-choice" equates to "pro-abortion".

Bill Clinton was right when in office he stated "we want abortions to be safe...but rare".

I'm all for educating women who are considering abortion to be fully aware there is a living human being growing inside of them and that includes mandatory ultra scans. But in the end, if a woman is adamant she want the abortion and it is within the 1st trimester, the law allows her to have one. Prior to Roe-Wade very bad things happened when women were forced to carry an unwanted child. I wish it weren't so.

So pro-choice means anti-abortion? I'm confused. - Because that's the logical

[ In Reply To ..]
conclusion.

Believe it or not, pro choice DOES mean - anti abortion, just with reality applied

[ In Reply To ..]
The law says abortions are legal, so states/groups that try to prevent access to abortion and more importantly access to contraception and the morning after pill are not, in fact, reducing the amount of abortion.

Restricting contraception and access to early abortion may, in fact, result in later term abortions for poor women who have to save up for private care and/or to leave the state to get an abortion.

Dumb and counter what the stated goals are, but that's right wing rhetoric and action for you.

NOBODY wants abortion. NOBODY is pro abortion, but research shows that where abortion is accessible, and ESPECIALLY where contraception and other forms of pre-fertilization termination (NOT abortion) are readily accessible, that is where abortion occurs the least.

Also, education. Restricting sex ed is not good either. And stupid stupid abstinence is just plain ridiculous, just ask Bristol Palin.

So, hey right wingers, all the stuff you are doing to try to restrict abortion is:
A. NOT stopping abortion, just making it difficult for poor women and quite possibly making what would be a simple 6 week abortion into a 3 month one because of the difficulties encountered.
B. By restricting contraception and education, making pregnancy and hence abortion more likely than if information and contraception were easily accessible.

So who's really anti-abortion, hmmm? I believe Pro-Choice ARE the more anti-abortion because reality is involved.

Another thing, we all type for our livings about "elective terminations" every day which are covered by insurance for wealthier employed individuals. How hypocritical is that?

By virtue of privilege these are not exposed. Do we really want to blame the poor people who are not so lucky? That is politically bereft of any kind of morals.
Good is bad, up is down, right is wrong. This sounds - like Common Core.

warfare. "Virtue of privilege" and "those not so lucky."

Ever heard of birth control? Abstinence? Being responsible for your own choices?

There is nothing moral about abortion.
Okay, so pick on those who have elective - terminations in hospitals
[ In Reply To ..]
It happens. No one is saying abortion is moral in any way, but if you're gonna judge, please don't just judge poor underprivileged women, they are just easier targets.

Also, do you think any one of them wants an abortion? I have never met any who did, yet I have met quite a few who have had abortions.

Nobody says abortion is moral, but nor is judging people and making it difficult to PREVENT abortion.
And that's the problem. see msg. - Realism
[ In Reply To ..]
Abortion is being seen by many as a solution to an "inconvenience" because their lives are too valuable to be saddled with a child, instead of understanding that pregnancy can absolutely be avoided (excluding cases of rape), but that would mean taking personal responsibility and that seems to be something many, many people have difficulty doing. Actually - I see that in so many liberal policies - a complete late of accountability and personal responsibility. It's not difficult to practice birth control.
But it is difficult to practice birth control when access to it is restricted. - reality
[ In Reply To ..]
Which is what the Republican party seems to be trying to do - limiting access to birth control.
So being against abortion is now limited access to birth - control. What planet am I living on!!!
[ In Reply To ..]
xx
No, closing Planned Parenthood and - reducing access is against birth control
[ In Reply To ..]
;
Nothing that pro-life people do is restricting either access to - nor information about contraception.
[ In Reply To ..]
In fact, pro-life groups expend considerable time, money and effort on contraception education.

Otherwise, your "research" that shows that strict abortion laws increase abortions is nonsense. In fact, in Canada after their high court overturned all abortion laws, making abortions legal at any time of pregnancy and for any reasons, the abortion rate zoomed from 11.2 per thousand to 16.4 per thousand.

Facts are inconvenient things, aren't they?
I think we all know that would never happen here - and what if you live in Texas?
[ In Reply To ..]
I'm confused. Are you saying those trying to disallow health insurance to cover free contraception are NOT pro life people? Are you saying those trying and succeeding to shut down all abortion clinics are NOT pro life people?

Pro life contraception education, really? I thought their one and only thing was abstinence, no?

Making abortions legal at any time of a pregnancy and for any reason is hardly the same as making contraception easily accessible and free (without stigma) and the education to go with it, and yes, to young high school students who are in most need of education.

I am wondering if the time, money and effort on education you mention are those horrible places which call themselves "Crisis Pregnancy Centers" or some such, but then proceed to attack someone going in there and trying to guilt them into not having an abortion.

Hardly education, more brainwashing and again more judgment.

I would love to see a pro-life group protest in front of a ritzy hospital known to provide abortions instead of poor old Planned Parenthood for a change.
Agreed, there are many pro-life groups promoting - abstinence only
[ In Reply To ..]
they never get to the discussion of reality.
