their questions in before the press conference so they can get their answers prepared ahead of time. Josh Earnest did this. When he would call on a reporter, he would look at the papers on the podium to answer.

I don't know if Sean Spicer does it. His answers seem more "natural" and the only time i see him looking atthe paprs on the podium is when he's reading the briefing.
