I don't know about WWII leaders. It seems that Russia has been our enemy since after WWII. They have had a number of leaders, but they are always our enemy.

I would like to suggest that a little reading is in order. I can't go into the similarities here because the post will be removed. As to who decides who our friends and who are enemies are again, some history is in order. The U.S. has always professed friendship with pro democratic regimes and has not supported military dictatorships although there are exceptions. And yes, presidents can have conversations with anyone but when Trump refuses to shake the hand of a long-time ally and then praises a military dictator, that is a reversal of long-standing foreign policy.

There are those who say that the U.S. is a military/police state itself. Also, it is said that there is a secret police force made up of citizens that is very large. Stasi/stalkers.
