Read the myth of the Clinton surplus. The government can have a surplus even if it has trillions in debt, but it cannot have a surplus if that debt increased every year. This article is about surplus/deficit, not the debt. However, it analyzes the debt to prove there wasn't a surplus under Clinton.

This faux surplus everyone claims under Clinton was a big joke. He stole from one fund, put it in a different fund for the illusion of having all this money. When you steal from one fund it doesn't mean you have a surplus, it means now the other funds you stole from have less money. He was slick at that charade that's for sure cos a lot of people bought into it. Unfortunately for him the truth is out there.
