Congress writes the laws, and the POTUS can only sign or veto legislation they write and agree to or take executive action. The Republican politicians are a bunch of whiny cry babies whose party is infighting amongst themselves and are afraid to govern lest they inflame the radicals in their party, and then they blame the POTUS for their pitiful inaction.
There are the Tea Party Republicans who want to cut spending by any means necessary. To them, the defense budget is an irrelevant sacred cow. Rand Paul and the Tea Party argue that Democrats and Republicans want too much defense spending. Rand Paul suggested that the sequester really needed to be at least $4 trillion. Then there are the establishment Republicans like John McCain who called the sequester "devastating" and warned that the automatic cuts to the military would hurt America's troops and ability to defend itself.
Half the Republican Party is afraid of upsetting the other half of the party so the idiots continue to take no action on anything. Then they blame Obama in unison for not doing anything while they sue him for writing executive orders for doing too much and for which they later complain the president should write an executive order.
I repeat: Congress really sucks.

What is typical here is a "conservative" poster who thinks that the country that spent $640 billion dollars on defense in 2013, more than China, Russia, Saudia Arabia, France, the United Kingdom, Germany, Japan, and India COMBINED, has "no spending period."
Wow. Perhaps 1 trillion a year will satisfy the "conservatives" if they consider current levels as "no spending."
And who are the ones always voting against - funding of any kind?
