You don't understand EOs. Presidents use them to - administer laws enacted by Congress. SM

The federal government usually IS the administering body for laws enacted by Congress and uses executive orders to manage its operations. It's supposed to, and all Presidents have done so. In these cases EOs have the authority of law since they are administration of laws enacted by Congress.
Here's from Wickipedia: "Until 1952, there were no rules or guidelines outlining what the president could or could not do through an executive order. However, the Supreme Court ruled in Youngstown Sheet & Tube Co. v. Sawyer, 343 US 579 (1952) that Executive Order 10340 from President Harry S. Truman placing all steel mills in the country under federal control was invalid because it attempted to make law, rather than clarify or act to further a law put forth by the Congress or the Constitution. Presidents since this decision have generally been careful to cite which specific laws they are acting under when issuing new executive orders."
Now, if presidents occasionally find ways to apply laws that a current group in Congress doesn't happen to like (occurs all the time), that's just the way the electoral ball bounces.
Anyway, there's nothing for you to be alarmed at here. It's just normal procedure, just as it is normal for some people to be unhappy at whatever any president is doing. We truck on. :)
