President Obama, in that post-shellacking Nov. 5 press conference, said he was “going to begin engaging Congress over a new authorization to use military force (AUMF) against ISIL,” also known as Islamic State, and stop relying on law passed after 9/11 to justify the latest combat.
It’s something he said he’d do nearly 18 months ago, but neither Obama nor Congress made a significant move. No hearings were held. But after the news conference — seven weeks after the bombing campaign began Sept. 22 — Senate Foreign Relations Committee Chairman Bob Menendez (D-N.J.) issued a statement saying it “was incumbent that Congress take the lead” in this.
