Defense budget loaded with irrelevant spending

Obama promised hope and change, but what Americans have gotten is hoax and chains.  Perhaps the Glib One misspoke...or his Teleprompter malfunctioned.

Whatever the case, more of your tax dollars (or dollars that will be borrowed from China, actually, because your tax dollars are GONE) are going to this sort of thing, tacked onto the Defense funding bill.  This nefarious practice is done so that Republicans are forced to vote for the pork or vote against funding the military:

$5 million for a visitors center in San Francisco
â$23 million for indigent health care in Hawaii
â$18 million for the Edward Kennedy Policy Institute in Massachusetts
â$1.6 million to computerize hospital records in Oakland
â$47 million for anti-drug training centers around the country
â$20 million for the World War II Museum in Louisiana
â$3.9 million grant to develop an energy-efficient solar film for buildings
â$800,000 for minority prostate cancer research
â$3.6 million for marijuana eradication in Kentucky
â$2.4 million for handicap access and a sprinkler system at a community club in New York

Hmmm...California, Hawaii, Massachusetts, Louisiana.  Now where have those states come up before?  Oh yeah - in every collection of pork projects attached to every funding bill this Congress has passed, including healthcare.

We need a Constitutional amendment that prohibits Congress from attaching irrelevant spending provisions to any bill.  If it's a defense funding bill, that's ALL it is, and nothing else.
