First, let me ask you this - how are you getting your personal groceries do you have them delivered or do you go to the grocery store? How do you know those people get government assistance? Even so, food stamps don’t cover a lo these days. They can’t afford to use the delivery services. People who don’t get public assistance can probably afford to buy their own groceries. Where I live, the food delivery services are going great guns, especially the grocery delivery services, and the stores are hiring. There is unemployment insurance for people who have found themselves out of work. This won’t last forever, and hopefully people will be able to return to their jobs. People delivering to the homeless can practice social distancing by leaving items in a designated spot and people can come and take them; I have my groceries left on my porch and get them after the driver leaves. You don’t know, maybe the people bringing food to the homeless are getting it from the food banks or from their personal stashes at home. These people are no less needy than those you call “truly needy”. You sound as if you would rather see people starve to death. The free food and hygiene products probably come from others who have made donations. I’m not of strong faith, but I do remember the Golden Rule.
