That's really great! Now Medicare will really go broke! - Truthhurts
[ In Reply To ..]
People 65 and older are FORCED onto Medicare unless they want to pay a fine and/or penalty..
Those adults used to have a choice, now they won't. Is that fair? Right now, Medicare costs the elderly $99.90 a MONTH. No such breaks as with the ACA.
Oh, and they ADD that premium into their Social Security checks as INCOME and as far as I know, they never used to do that. So the elderly are screwed twice because if they are still working and make over the alloted income under Social Security, they'll have to pay back some of their checks. Do you really think that's fair for those that worked hard all their lives?
Um, people 65 and over are already FORCED into MC - unless they pay a penalty
[ In Reply To ..]
without the mandate. Parts A and B sgn-up is automatic if you already collect SS as of your 65th birthday. If you don't collect SS when you turn 65, are not covered under an employee policy and/or opt out of signing up, penalties begin to accrue on future premium costs. So I have to ask, why is the TP/GOP suddenly trying to make that an issue when we haven't heard a peep out of them in the past on this longstanding policy?
Furthermore, within the context of OC mandate penalties, if seniors who are already forced to sign up or pay penalties fall into any of the following categories, they will be exempt from the penalty:
1. Members of certain religious groups and Native American tribes.
2. Undocumented immigrants (who are not eligible for health insurance subsidies under the law); incarcerated individuals.
3. People whose incomes are so low they don't have to file taxes (currently $9,500 for individuals and $19,000 for married couples).
4. People for whom health insurance is considered unaffordable (where insurance premiums after employer contributions and federal subsidies exceed 8% of family income).
So basically, nothing changes for seniors or anyone else, for that matter, if your premiums exceed 8% of your income after subsidies or employer contributions and penalties will not be assessed. If they can afford premiums and opt out, then penalties will apply to them just like everyone else. What's unfair about that?
Therefore, the sky is NOT falling all over Medicare. For the record, Medicare for ALL Americans would eliminate that problem all together, but the GOP/TP want no part of that sensible solution.

President Obama initially preferred a single payor plan, but the republiTEA party was against something that easy and threw a monkey wrench into that idea.
There were other negative things offered by the republicans that were included in the ACA that, again, were allowed by Obama to be a part of the bill. I remember when this all happened, and I remember feeling that it's okay to pass the bill and that as time went on, all the junk that the GOP added could be "tweaked" and removed.
No, they're not. You could opt out of Medicare if you want. - Truthhurts

When you are 3 months before your 65th birthday, you are sent a card and a paper that states "if you are not receiving Social Security benefits, you must actively enroll in Medicare.
If receiving SS and want to sign up for Medicare, do nothing. If you don't want to sign up for Part B, you can opt out. Plan B which is what seniors pay for out of their Social Security check.
If you live in one of the 50 states, Washington, D.C., the Northern
Mariana Islands, Guam, American Samoa or the Virgin Islands, you will be enrolled in Medicare Parts A and B automatically. However, because you must pay a premium for Part B coverage, you have the option of turning it down.
DH had the option of turning it down and we don't live in one of the above places. I think if he wanted to opt out, he had to send the card back along with a paper stating he was opting out. So there is a choice.
A little more info. Pay special attention to #4 and #5 - Truthhurts

Special enrollment situations:
You also should contact Social Security about applying for Medicare if:
1. You are a disabled widow or widower between age 50 and age 65, but have not applied for disability benefits because you are already getting another kind of Social
Security benefit;
2. You are a government employee and became disabled before age 65;
3. You, your spouse or your dependent child has permanent kidney failure;
4. You had Medicare medical insurance in the past but dropped the coverage;
5. You turned down Medicare medical insurance when you became entitled to hospital insurance (Part A); or
6. You or your spouse worked for the railroad industry.
Yep, but not without paying a penalty. See the - Yes, you can post.

Bottom line here is that every single human being on the face of the earth has a choice whether or not to comply with a law. Either they do or they don't, but those who don't will pay a price sooner or later. In that regard, there is virtually little to no difference between OC mandate and MC ...where so-called "choice" here favors the wealthiest Americans (surprise, surprise) who do not have to depend on employer contributions, tax subsidies, health exchanges or Medicare for their health coverage. They can opt out of MC permanently if they want to, and either pay for their own policies or blow their millions on paying directly for their medical expenses without insurance coverage. However, with OC, without coverage, they will be subjected to penalty, which is as it should be.
Where does it state there's a penalty for opting out of Medicare? - Truthhurts
[ In Reply To ..]
Nothing we read stated that. At age 65, you are entitled to buy your own insurance. You can opt out of Medicare. Period. No penalty.
Show me where it states you pay a penalty.
OK. Posted it once but will post it again. - sm
[ In Reply To ..]
Yes, you can buy your own insurance at any age, though you are bound to pay more and get less at 65+. If you NEVER get Medicare, you will have no penalty. They talk about late enrollment penalty in the link below. They even have a link to a late penalty calculator. As you can see, some are exempt from the penalty but you have to qualify for the exemption.
http://www.medicare.gov/your-medicare-costs/part-b-costs/penalty/part-b-late-enrollment-penalty.html
BTW, I have to wonder - why
[ In Reply To ..]
you are asking me about a penalty when your "That's really great" post clearly indicates you are already aware of the penalty. No, they do no "fine" you or penalize you for opting out but, as you seem to already know, if you opt out and sign up later or if you simply sign up later without opting out, there is a penalty for late enrollment.
I don't think your "choice" is as easy to plug into - Libby

Short answer is you can't opt out of Social Security contributions
Opting out of Social Security
There is no legal requirement for individuals to join or participate in the Social Security program. However, the FICA taxes imposed are mandatory on covered workers and the self-employed who are covered. Employers are required[24] to report wages to Social Security for processing Forms W-2 and W-3. There are some specific groups which are not required to pay into the Social Security program (discussed below). Internal Revenue Code Provisions section 3101 imposes payroll taxes on individuals and employer matching taxes. Section 3102 mandates that employers deduct these payroll taxes from workers' wages, at the worker's request (form W-4), before they are paid. Generally, the payroll tax is mandatory on everyone in employment earning "wages" as defined in 3121 of the Internal Revenue Code, and also taxes net earnings from self-employment.
Importantly, most parents apply for Social Security numbers for their dependent children in order to [25] include them on their income tax returns as a dependent. Everyone filing a tax return, as taxpayer or spouse, must have a Social Security Number or Taxpayer Identification Number (TIN) since the IRS is unable to process returns or post payments for anyone without an SSN or TIN. Moreover, the Internal Revenue Service will not[26] issue a TIN to anyone who qualifies for, but is not denied a Social Security number.
[edit] Groups not covered by Social Security
There are a number of groups of workers who are exempted from having to pay Social Security taxes:
Federal employees hired before 1984 who elected to continue to participate in the federal retirement program instead of receiving part of their retirement under Social Security coverage.
State or local government workers (police officers, firefighters, and teachers) hired before March 31, 1986 and participating in their employers' alternative retirement system.
Ministers may choose whether or not they will participate in the Social Security program.
Self-employed workers with annual net earnings below $400.
Election workers earning $1,000 or less a year.
Household workers earning less than $1,500 per year.
Minor children with earnings from household work but for whom household work is not their principal occupation.
College students working under Federal Work Study programs, graduate students receiving stipends while working as teaching assistants, research assistants, or on fellowships, and most postdoctoral researchers.
Individuals who are members of certain religious groups such as the Amish and Mennonites.
Before the 1983 changes, three counties in Texas (Galveston, Brazoria, and Matagorda) opted out of the system and now use an Alternate Plan, a private pension plan created and administered by First Financial Benefits, Inc.
In 1983, the U.S. Congress closed a loophole in the original Social Security Act that allowed municipal governments to opt out of the Social Security system, and also brought all civilian federal employees whose employment began in 1984 or later under the system.

Medicare and SS are 2 different things. They don't go hand in hand.
You can retire at age 62 but you still don't qualify for Medicare until you're 65.
Yes, you can opt out, but not without paying a penalty - a future penalty
[ In Reply To ..]
in the form of higher premiums when you do decide to sign up. That is no different than OC. Sign up or pay a penalty. The longer you delay signing up, the more penalty you pay. In the case of Medicare, for every full 12-month delay, your premium goes up 10% for some proscribed number of years thereafter, though I'm not sure how long it takes to "work off" the penalty. I suppose that depends on how long you delay sign-up.
There are also exemption provisions from this penalty for low-income seniors just like there are with OC mandate penalties. Some low-income seniors also may qualify for help with cost of premium, deductibles, copays and part D expenses. Income guidelines are pretty strict on the subsidies for deductibles, copays and part D expenses, but a bit broader for help with the part B premium. If I am not mistaken, I think the criteria vary by state, but I'm not sure on that. I'm just familiar with my own state's programs (Texas).

premiums - NK
[ In Reply To ..]
No, they don't ADD that premium as income. They calculate your benefit and then deduct your premium from the total benefit.
Then tell me this: Why is it added as income. - Truthhurts
[ In Reply To ..]
Hubby turned 65 in June.
Hubby's SS income $ 9000.00
Medicare: $ 599.40 (half a year)
Part B: $ 120.00 (half year)
Total benefits: $10,719.40.
Under income on the 1040, line 20a states Social security benefits $10,719,40. If he had gone over $14,100, this would have to be added to line 22 (total income).

[ In Reply To ..]
It's like gross/net income when you're employed. My payment summary from the SSA says: You are entitled to a monthly benefit of _______. Amounts we subtracted because of premiums for medical insurance: _____. This equals $_____, the amount of your regular monthly payment.
I also don't know what the Medicare payment of $599.40 you list is, with another listing for Part B. Perhaps you mean Part D for the $120.
You're wrong about the $99 - "no such luck" claim
[ In Reply To ..]
Depending on income, residential location, household composition, how many members there are to insure, and selected plan choice, many will pay either zero for Medicaid or less than $100 per month. Again, for equal coverage with equally low-cost premiums, Medicare for all would have been the way to go, but we all know why THAT didn't happen.
$99.90 is what DH pays into MediCARE, not MedicAID - Truthhurts

This is part of the problem where a lot of people are confused.MediCARE vs. MedicAID.
I'm talking about MediCARE. He pays $99.90 a month, so don't tell me I'm wrong. It was on his SS statement he received in Jan. 2013.
