I get so sick of hearing "Well, Bush did it, so it's okay." It wasn't OK then and it's not OK now. Just because I'm a republican doesn't mean that everything the republicans do is fine by me. Every time an executive order takes power away from Congress, where it's supposed to be, it makes them just a little less relevant. That's not how the government is supposed to work. by the deliberate efforts of certain partisans to block even the slightest hint of progress, especially any and all initiatives that would make the president look good. If they have been doing their jobs since 2010 (finding common ground and compromising in order to advance legislation), there would be no need to use EOs in the first place.

The DREAM Act has had bipartisan support since its inception in 2001 when it was introduced by Dick Durbin and Orrin Hatch and re-introduced in 2009 by Dick Durbin, Richard Lugar, Mel Martinez, and Joe Lieberman, among others, in the Senate and 128 democrat and GOP cosponsors in the House. It's been revised and restricted by the GOP and it passed in the House in December 2010. Then it went to the Senate where it has festered in filibuster limbo ever since.

It's not as though President Obama went against a huge Senate voting block. The last cloture vote was 56-43, with John Cornyn, John Kyl, John McCain and Lindsey Graham withholding their votes DESPITE the fact they had previously supported the measure. Good for him for breaking up that log jam, and good for the kids who will reap the benefits of legal status and who will not have to live their lives out in the shadows looking over their shoulders in fear of federal officials no longer empowered to send them back to a country where they feel they have no identity.

Department of Homeland Security Secretary Janet Napolitano told reporters that the policy change is part of a general shift by the Obama administration to focus on deporting high-priority undocumented immigrants.

"This grant of deferred action is not immunity," she said. "It is not amnesty. It is an exercise of discretion so that these young people are not in the removal system. It will help us to continue to streamline immigration enforcement and ensure that resources are not spent pursuing the removal of low-priority cases involving productive young people."

"More important, I believe this action is the right thing to do," she continued.

The policy change will effectively enable Dream Act-eligible young people, often called DREAMers, to stay in the United States without fear of deportation, and without legislation from a Congress that is unlikely to pass a bill.

Undocumented immigrants who came to the United States under the age of 16 and have lived in the country for at least five years can apply for the relief, so long as they are under the age of 30, according to a memo from DHS. They also must be either an honorably discharged veteran of the Coast Guard or armed forces, or a student who has graduated from high school or obtained a GED. Immigrants will not be eligible if they "post a threat to national security or public safety," including having been convicted of a felony, a "significant" misdemeanor or multiple misdemeanors.

Immigration and Customs Enforcement, as well as Customs and Border Protection, were instructed in a memo to immediately react by reviewing individual cases and preventing eligible immigrants from being put in removal proceedings. Those already in proceedings could be granted deferred action for two years, and then may apply for renewal. They will be given work authorization on a case-by-case basis.

A senior administration official told reporters on the condition of anonymity that most eligible undocumented immigrants will be required to go to the United States Citizenship and Immigration Services to provide documents and pay a fee.

Still, there will be no pathway to citizenship for undocumented immigrants eligible for the policy change, because "Only the Congress, acting through its legislative authority, can confer these rights," according to the DHS announcement.

The Republicans should EMBRACE this Obama stunt. - It will be necessary to check their claims.

So, there are a number of specific provisions that these "dreamers" (not a few of whom are actually gang-bangers) will have to meet - and they're provisions that the OBAMA ADMINISTRATION specified.

It is quite reasonable to demand that anyone applying for this "deportation relief" will submit a sworn statement attesting to the facts that show they fall within its provisions.

And those statements will need to be verified, which will lead to all sorts of other discoveries, like:

1. The illegal parents and other family members.
2. The employers who are employing illegal immigrants.

...and a raft of other unanticipated information.

Good dog-and-pony show, Obama. Wutta mutt.

And then hold Obama's feet to the fire to make sure that DHS complies - with their own stated requirements to qualify.

Hate to throw a wet blanket on all that enthusiastic rooting for failure, but the criteria to qualify for this deportation deferral does not involve exposing any illegal parents or other family members, nor does it require any employer information. This relief is not contingent on parental applications. The minimum age for an immigrant to apply for any change in status is 18. Obviously, the parents cannot apply on behalf of their kids...they are the ones who must seek their own relief.

The applicant only has to demonstrate they are under 30, have been in the US for at least 5 consecutive years, arrived in the US before their 16th birthday, are enrolled in school, graduated from a US high school or in the military service, and can pass a criminal background check. All of these conditions can be verified through school and medical records (such a immunizations required for chool admission) birth certificates, baptismal and confirmation records, report cards, school transcripts, residential leases, utility records, tax returns, etc.

A well informed post by far would have been much more impressive than your rush to display moral superiority to "not a few....gangbangers" and "whatta mutt," but you did succeed in channeling your inner bigot quite nicely.
