on the same day they are introduced and assigned a number. They are then referred to committee, public hearing and markup sessions are held, the committee votes to determine the appropriate action (to report it with or without amendment or table it), it goes to the House for consideration, debate, amendments, voted on, then to the Senate for the same proceedings, back to the house if any changes are made, then final voting.

No representative or senator can ever really know every single thing in every single bill, so they rely heavily on committee recommendations. That said, if a rep does not know what is in a bill, it is not because of lack of time between introduction and final passage. It is because he or she is not doing his or her job.

Am I missing something here (and please nobody (not directing it at you, just anyone) go into a tirade of how those mean ol nasty republicans are trying to stall).

Since Obama has talked about a 5-day waiting time and all the republicans want is that... time to read the bill why is this bill being pushed so hard and so fast and why now don't they want a 5-day waiting period to read it.

This is just so frustrating to me. They say they want a time to read the bill, but when the republicans want time to read the bill, now they don't want to give time to read it and now calling it stall tactics.

I swear politics can be very frustrating.

The Senate already passed the measure and laid it on the doorstep of the House on their way out of town for their August (and part of September) recess. School starts in a week or two. The education funding is aimed at preventing planned mid-semester lay-offs of 161,000 teachers and school staffers due to state budget deficits as well as IMMINENT lay-offs of police officers, firefighters and medical personnel. The bill is paid for by closing tax loopholes that facilitate jobs exports overseas (something we all should be able to support) as well as cuts in the food stamp stimulus program (which was allowed to expire) and advanced earned income credit refunds for the poor. So what is the problem?

The GOP staged this same sort of pretentious high school theatrics when they hauled a formal copy of the health care reform act into Senate chambers, acting as though lifting it would cause a hernia. Here is what they failed to mention when protesting the length of the bill.

Senate rules prescribe the following format for newly introduced bills:

1. Massive margins on top, bottom, left and right to accommodate the need to take notes.
2. Line numbering on every line, creating more dead space.
3. The use of large fonts.
4. Double-spacing between every line.

The AP found that the CRS version of the same bill printed in standard book format came to 209 pages.

To use the health care reform process as an example, the PPACA was introduced in the House on September 17, 2009 after nearly 7 solid months following the joint session with Congress of industry conferences, committee considerations, markup, House debate and excruciatingly detailed press coverage. It passed the first time in the House on November 7, 2009, passed in the Senate December 24, 2009 and the final amended version passed in the House on March 23, 2010.

This means that House members had 20 days to read 209 pages (roughly 10.5 pages per day) before first passage, the Senate had 98 days to read 209 pages (around 5 pages per day) before its passage, and the house had around 90 days to deal with the revised Senate version (4.5 pages per day) before the final vote, presumably a second read.

Seriously. What is so hasty about these numbers, especially considering how long the public debate process was between February 2009 and November 2009?

I asked not to come back with statements about the mean ol nasty republicans and stall tactics, etc, but guess that was too hard to understand and had to get a jab in with "pretentious high school theatrics". Just some facts would be good, not a cut down for either side of the party.

Frankly I'm upset at all sides. One side wants something until the other side wants it, then they don't want it anymore unless of course their side suggests it (both sides).

I'm going back to read more about this because my understanding is that it was trying to be rushed through without giving anyone (and I mean both sides) time to read it. I could be wrong and if I am I'll admit it.

Just tired of the "blame the other party" for wrong doings that BOTH parties do.

I would imagine 5 days, 10 at the most would be sufficient. That's 2-4 pages per day. If they did 2 pages a day then they could have time to decipher all the garbage that dems try to stick in there.

Reading it is one thing. Understanding it is totally different. I think 5-10 days is more than enough time.

Still looking for information on when they got it and how long they have had it. It sounds like just a couple days, but I don't know and am looking for that.

How many times did they push something through without debate this year? From what Ive seen on CSpan, the dems have blocked a lot of debate. A lot of pub amendments were tabled, made out of order, or thrown to a committee, never to be seen again. Others are in limbo even though the bill that the amendment was attached to is now law.

Both parties are going to be hurting in Nov. because of all the shenanigans and they only have themselves to blame.

I dont even use my insurance... just have it for anything catastrophic. The letter stated that in preparation for upcoming changes in the "law", the company has no choice but to raise premiums on every client. This definitely must have something to do with Obamacare, because in the letter, it even mentions the deal about children being able to stay on parents insurance until 26 years old, which is another reason my rate is going up, I bet. This is just so unfair too. I already pay too much for insurance and hardly use it.

Your second link even states that it was only a few insurance companies that took compensation. Not every insurance company in America.

I'm not the poster you replied to, but when my insurance company tells me my rates are going up because of the Obama crapcare plan and specifically states everything that Obama's crapcare plan involves um, yes I would believe them. Then when I hear other insurance companies are also raising their premiums and are also stating the same thing...then you bet that's the reason why.

The health care plan was being called "crapcare" a long long time ago. It's nothing new. The reason is because it is really not a good plan and the service (lack of) people will receive while paying outrageous premiums is plain and simple....crap.

The they in that statement was not referring to the poor, beleagured, left-out-in-the-cold, whining pubs. She was speaking at a Conference for the National Association of Counties on March 9, 2010, 2 weeks before the finl bill was signed and a full year after the HCR process began, the timing of which has been described in detail in the down with the drama post.

Denying kidnapping and forcing someone to do drugs: Technically, he can deny the forcing drugs on someone since she REFUSED to do what they were repeatedly asking her to do. Ergo, since no drugs were consumed, they could not have been forced on anyone. The accuser herself has dialed back the "kidnapping" word by describing what happened to her as follows:

You evidently missed the Fox interview (see link below) where he refused to deny these things and where he also said his legal experts were "looking into" legal remedies, while at the same time whining about how politicians cannot get a fair shake in the court system, indicating it was unlikely the actions would ever come to fruition. When pressed for a direct answer about the law suit, again, he could not deliver. Don't hold your breath. Threatening and pursuing a law suit are two entirely different things. The inteview does show him to be pretty darned good at squirming around in his seat, though. He seems to be taking the Sharron Angle running-from-reporters strategy to heart.

he would not give a direct answer to the question posed in a Fox News interview regarding the creekside component of the story. Instead, he went off on a wistful diabtribe about the responsible and ethical news reporting of days gone by. He denies he ever kidnapped or forced anyone to take drugs. I suppose one could honestly believe that since the accuser herself actually REFUSED to partake, so technically she was not forced to take drugs since she did not actually do what they repeatedly asked her to do.

Also, I think kidnapping is in the eyes of the beholder. He never denied blindfolding her, escorting her to a car and whisking her off to an undisclosed location (the creekside baptismal site), or telling her to get down on her hands and knees and worship the Aqua Buddhaeither. Thinking about suing and actually doing it are also two entirely different things. The jury is still out on reality versus idle threats on that.

I agree with the other poster. He should admit exactly what happened (the same way Obama did). It would make him much more interesting than he is now and speak well of his in terms of his respect for and proclivity towared honesty. The smear campaign, its-none-of-their-business or boys-will-be-boys approach just doesn't cut it.
