Clinton: Obama should ‘honor commitment’ on keeping health plans

(CNN) – President Barack Obama has already apologized to Americans who lost their health plans under the Affordable Care Act. Now Bill Clinton is calling on his fellow Democrat to find a way to uphold an earlier vow that those who like their insurance plans can keep them.

"I personally believe, even if it takes a change in the law, the president should honor the commitment the federal government made to those people and let them keep what they've got," Clinton said during an interview with the website OZY.com.
 
Clinton did, however, spend much of the interview defending the 2010 health care overhaul.

"The big lesson is that we're better off with this law than without it," he said.

"The enrollment period didn't come off well because the national website wasn't ready," Clinton noted. "But this happened once before. It happened when President Bush put in the Medicare drug program for seniors, which was not as complicated, but had exactly the same problem with the roll out. It was a disaster. There were people that lost their prescriptions for their existing medicine. And they fixed it."

Obama agrees with Clinton's assessment, White House Press Secretary Jay Carney said Tuesday.

The President "has pledged to task his team" to find solutions for people who have lost their plans despite assurances made before the law's passage, Carney told reporters during the White House press briefing.

Carney also said – as administration officials have previously noted – that the initial Obamacare enrollment numbers will be released by the end of the week, and “will be lower than we hoped and we anticipated.”

Also wading into the controversy, former GOP vice presidential nominee Sarah Palin had some much tougher words for Obama on Tuesday.

In an interview with CNN's Jake Tapper, Palin recalled statements Clinton made during the 2008 Democratic primaries, when the former president was stumping for his wife.

"I'll never forget Bill Clinton saying about Barack Obama and his story, his agenda, that it was the biggest fairy tale he'd ever seen," Palin said.

"And he was right, because Barack Obama was not qualified, he was not prepared, and the manifestation of that today is the problem that we see left and right in our economy," she added.

The full interview on "The Lead with Jake Tapper" will air at 4 p.m. ET on Tuesday.

For his part, Speaker John Boehner said Tuesday that Clinton’s comments “signify a growing recognition that Americans were misled when they were promised that they could keep their coverage under President Obama’s health care law."

The House of Representatives is slated to vote later this week on a GOP-backed measure that would enact changes to Obamacare allowing insurance companies to continue offering individual plans that are currently being canceled because they don't meet the Affordable Care Act's standards for coverage.

While congressional Democrats are largely standing by the law, a number of them are trying to distance themselves from problems tied to the rollout. Among other things, some Democrats are pushing for an extension of the enrollment period or a delay in the penalty for not obtaining coverage.

Sen. Dick Durbin of Illinois, the number two Democrat in the Senate, said Tuesday it was a mistake for Obama to have not fully explained his comments on individuals being able to keep their plans.

"A couple more sentences added would clarify it," Durbin told CNN. "The President apologized. He said very clearly he was sorry if he misled people."

When Obama apologized last week to people who were losing their health coverage "based on assurances they got from me," he added that he was asking his advisers to look at ways in which the law could be altered.

"I've assigned my team to see what we can do to close some of the holes and gaps in the law, because, you know, my intention is to lift up and make sure the insurance that people buy is effective – that it's actually going to deliver what they think they're purchasing," Obama said.

Officials later said those changes could include administrative fixes to the law.

Clinton is right--Obama should facilitate changes to the law so that people can keep their existing plans.

I support the ACA and the President, but of course everything is not perfect and there is much room for improvement. I'm willing to give it time for these things to be worked out.

Look - the president agreed with President Clinton - and he is already looking into the fix for the (approximately) 3% who are affected by cancellation notices.

Look - You cannot just ignore facts. More than only "3%" have been affected.

Florida Blue cancelled 300,000 polices (80%).

More American in 3 states have had their insurance cancelled under Obamacare than have filed an exchange account in all 50.

Obamacare cancelled health insurance for hundreds of thousands across America.

Those are only a couple things happening across the country.

I myself am pretty happy about this. I am now filing and will be saving money with this new health system and getting better coverage. Unfortunately right now I'm out of health coverage because my insurance company cancelled my plan, so you can imagine I'm happier to get a better deal, but lets not lie about the facts. Don't know what is worse this, that only 3% of Americans lost their health insurance, or all of Obama's lies.

You conveniently confused the percentage in one state with the NATIONAL estimate of 3%.

If you or anyone like you is paying real attention you'd note that not only is the website significantly improving by leaps and bounds, but you'd know the president is ALSO looking into options to allow those who are affected by the cancellation to keep their policy.

And please don't insinuate I am lying about this because while NO ONE knows the true actual percentage affected, informed people DO KNOW that a) the problems are being worked on and will be fixed, b) Bush had a very similar problem with a FAR LESS complex roll out (read about it) but it was ALSO fixed, and c) also check up on how the 3% figure was arrived at (hint: it is an aggregate of the nation, not state by state).

Just heard on the news tonight that only 50,000 people have "been able" to sign up. Expectations by this time had been 500,000 and 700,000 by December. Guess they are not going to make their expectations. No "extension" has yet been instituted. Guess they will get more in fines than anticipated, as well. Nice plan to rip off more of us Americans, like it is OUR fault!!

See, i am an optimist - and even if I wasn't and didn't support ACA, I would not exactly be gathering every scrap of news, half-truths and worse-case-scenario stories in order to feel 'GOOD' about a potential failure.

Know why? Because I KNOW many many many more people will be helped than hurt by this law. And THAT is what the GOP fears (yes FEARS) MOST.

that the criteria they are using isn't necessarily people that have actually paid for the insurance plan, but are also counting people that got through putting in all their information, chose a plan, put that plan in their shopping cart, but didn't pay for it yet.

I even stated I am happy about this because I will get better coverage, but I'm not going to sit here and lie and say only 1 or 2% (or 3) have lost their insurance or heck go even further - nobody has lost insurance. That's about the same thing.

I specifically stated "Those are only a couple things happening across the country". I never stated that only those people were the ones.

The NATIONAL estimate is much higher than 3% who lost their insurance.

If you've been paying attention you would know that.

I also stated I am happy about this because since I'm one of the "NATIONAL" statistics who lost their insurance I will finally be covered, at a better rate than I had and better coverage. This has nothing to do with who will be covered, the website or problems with it or how hard Obama is working to get it fixed. I know he is doing his best.

The problem is with the faux 3% given. Besides, if "NO ONE knows the true actual percentage affected" where did you create that 3% from?

1. Within 3 states over 500,000 people have seen their insurance cancelled.

2. Obamacare architect states "Not Obama's fault *Millions* of insurance plans are being cancelled".

3. 9 million laid off employees lost their health insurance.

4. More than 250K in Colorado health insurance cancelled.

5. More than 350K in California health insurance cancelled.

6. More than 300K in Florida health policies cancelled.

7. 40,000 customers in Pittsburg (just one city).

8. 70,000 customers in DC, Maryland and Virginia.

9. Hundreds of thousands of health insurance policies being cancelled.

That is way more than 3%. You can't just ignore facts no matter how much you love the current crowd.

It will be fixed soon, but it's time to be truthful with people.

Sixty-Eight percent of privately-insured Americans may not be able to keep their current health coverage once Obamacare is fully implemented, despite the president's repeated promises that anyone who wanted to keep their plan would be able to do so, according to a Duke University health expert.

An analysis by healthcare economist Christopher Conover at the Center for Health Policy & Inequalities Research at Duke University found that an estimated 129 million people could lose their previous health coverage due to a combination of factors including the cancellations of existing plans as well as changes and "improvements" to existing coverage that will be required under the new healthcare law, The Daily Caller reported.

"Bottom line: of the 189 million Americans with private health insurance coverage, I estimate that if Obamacare is fully implemented, at least 129 million (68 percent) will not be able to keep their previous health care plan either because they already have lost or will lose that coverage by the end of 2014," Conover told the conservative Daily Caller.

As early as 2009, President Barack Obama made the promise, "If you like your healthcare plan, you'll be able to keep your healthcare plan. Period." The White House has recently admitted, however, that a small number of people would not be able to keep their plans.

Conover said that the president must have known it was inaccurate to say that everyone could keep their existing health plans.

"If President Obama himself believed this the first time he said it, he was poorly advised," he said. "It's pretty inconceivable that President Obama was not aware that he was engaged in some degree of truth-twisting."

Conover gave a further breakdown of the figures, saying that between 18 and 50 million people will have their existing plans entirely taken away, including 9.2 million to 15.4 million in the non-group, or individual, market and 9 million to 35 million in the employer-based market. The rest, he said, will retain their old plans but have to pay higher rates for Obamacare-mandated "bells and whistles."

"It's true that some Americans will end up with cheaper coverage, but not the vast majority. Study after study shows premiums on average will be higher in the non-group, small group and even large group markets," he added.

Once the employer mandate kicks in next year, there will be even more people losing their insurance because so many businesses won't be able to afford to keep those plans, so you can expect the numbers to go way up by the end of next year.
