My feeling is that if he has acted this way once, he'll do it again or in a different way. Just like once a cheater, always a cheater. There may be a few who would never cheat again, but they would be very hard to trust again.

Only you can make the decision, but if you don't really want to stay in this marriage and are hoping he does other things so you can "kick him to the curb," then the marriage is pretty much over. You can file for divorce for irreconcilable differences. Having an app downloaded on your phone without your knowledge or approval and emails deleted to hide the fact are pretty irreconcilable differences!
