With the exception of FDR (who had 11), all previous presidents had czars whose numbers were counted in single digits. Clinton had 8, so it looks like W is the one who more than quadrupled that population in DC. So much for shrinking the size of government, huh?
For the sake of presenting a complete picture, W also had 49 appointees in addition to his czars, who were often perceived as such, whereas Obama has 42, meaning Ws czars and pseudo-czars outnumbered those in the current administration. Oh, by the way, this does not take into account the additional 28 W tried to nominate/appoint who the Senate refused to confirm.
For your convenience, I am providing a nifty little link that displays a downright dandy little chart detailing the "czar" title, official title, person, tenure, how they were appointed and under whose administration they served. If you don't like the main article, you could always check out the 141 sources it links to. While you are at it, it might also prove worthwhile to note the opening sentence of the piece that defines czar as "the informal political term...employed in media and popular usage to refer to high-level officials who oversee a particular policy." By my read, that would make the poster who claimed there was no REAL czar job title in DC, well....absolutely correct.
