58% Now Favor Health Care Repeal

While voters still favor repeal of the national health care law, concerns that the law will force them to change their existing health insurance are lower than a year ago.

The latest Rasmussen Reports national telephone survey shows that 58% of Likely U.S. Voters at least somewhat favor repeal of the health care law while 36% are opposed.

These figures include 46% who Strongly Favor repeal and 27% who Strongly Oppose it.  (To see survey question wording, click here.) 

This is the 54th  weekly survey tracking support for repeal of the health care law. Support for repeal has ranged from a low of 50% to a high of 63%. In 53 out of the 54 weeks, support for repeal has topped opposition by double digits. Consistently, Democrats have strongly opposed repeal while Republicans overwhelmingly favor it. Among those not affiliated with either major party, 55% favor repeal and 36% are opposed.

Last week, support for repeal was at 53% overall.

Sixty-two percent (62%) of voters with health insurance support repeal of the health care law, while the plurality (47%) of non-insured voters oppose repeal. It is important to remember that those currently without insurance are temporarily uninsured.

Last week also, the number of voters who are at least somewhat confident that repeal will happen was at the second highest level since the law's passage. The House with its new Republican majority has already voted to repeal the measure, but the effort has stalled in the Democratic-controlled Senate.

Seventy-nine percent (79%) of voters with insurance rate their own health insurance coverage as good or excellent, consistent with findings for the past year. Only five percent (5%) view their coverage as poor.

Thirty-seven percent (37%) of voters with health insurance think it is at least somewhat likely that the health care law will force them to change insurance coverage, with 21% who say it’s Very Likely. Fifty percent (50%) say it’s unlikely they will have to change insurance, including 18% who say it’s Not At All Likely. Another 13% are not sure.

Belief that the new law will force a change in insurance coverage has ranged from 34% to 51% in surveys since last June.

The survey of 1,000 Likely Voters was conducted on March 26-27, 2011 by Rasmussen Reports. The margin of sampling error is +/- 3 percentage points with a 95% level of confidence. Field work for all Rasmussen Reports surveys is conducted by Pulse Opinion Research, LLC. See methodology.

Overall, in line with surveys since the law’s passage are new findings that just 37% think the health care plan will be good for the country, while 52% believe it will be bad for America. Five percent (5%) say it will have no impact.

Fifty percent (50%) of GOP voters think the measure is likely to force them to change health insurance. Sixty-nine percent (69%) of Democrats and a plurality (46%) of unaffiliateds disagree.

Voters continue to trust Republicans slightly more than Democrats when it comes to the issue of health care. 

Most Americans continue to give their own health positive ratings, but they are slightly less optimistic about their health in the future. Most adults also agree on the importance of exercise and do at least some exercising every week. 

Seventy-five percent (75%) of Americans suffer from allergies or know someone who does, and for most of this group spring is the time of year that triggers them.

And there are good things in the bill, things that needed to change. But I'm guessing the first story about someone getting jail time for not buying insurance is going to open some people's eyes (not all - some will think that person deserves it, but most will then see the slippery slope we'll be on).

insurance companies since DH had his valve replacement. Unless you have a certificate of insurance (which mine ran out 2 months ago), he will not be covered for that pre-existing condition for a year. By that time, he will almost be eligible for Medicare.

I agree, some things in the HCA are decent, but don't agree on kids being on their parents insurance until they are 26 and don't agree with mandated insurance.

With all the waivers showing up now (about 1000 of 'em) and the list includes quite a few big corporations and unions, I think they whole bill needs overhauling already.

What I definitely think is needed is an overhaul of Medicare and Medicaid; i.e., reform, because of fraudulent claims and jail that people that place those claims.

Did you know that in CA, there were places Chinese women came to, bought and paid for by their parents, so these women could have American-born babies? It was a small piece in our local paper last week. This has to be stopped, too, as well as anchor babies for other illegals.

buying insurance, so if people do that, what good is it doing to do? Also, more people than ever under this plan will qualify for Medicaid, which is already bankrupting many states, so the problem will be worse than ever. I just think they need to start over.

it will add a lot more to the deficit. The whole premise of it was to insure those 34 million uninsured (who, as we all know now were for the most part uninsured because they chose to be, and when Obama and Democrats finally had to admit that is when they added the mandate to purchase insurance). But, if the mandate is proven not to be constitutional and is struck down, the whole plan fizzles, because if you leave in the pre-existing condition thing without the mandate, not only are those same 34 million going to remain uninsured and a lot of people will join them, because now we are telling them they don't have to roll the dice on getting sick, because now they can wait until they get sick to buy insurance. Why would anyone buy insurance and pay premiums your whole working life in case you get sick, when you can buy the insurance after you find out you are sick.

The whole thing was rushed through to get something passed before they lost the majority so they could tout it during the campaign in 2012. What they did not count on was so much of the country turning against it.

34 million uninsured are young people who prefer to roll the dice rather than pay health insurance premiums. I did not say that every single uninsured person was uninsured by choice. The Obama administration did have to backtrack on that and had to add the individual mandate clause to the bill because otherwise their premise for insuring the uninsured was not going to happen....because most of the uninsured were that way by choice.

Income and Insurance.
A common assumption is that most uninsured Americans simply cannot afford the cost of coverage. However, the evidence points to other factors in many cases. For example, during the last decade, the ranks of the uninsured have increased among affluent households and decreased among low-income households.

⢠From 1993 to 2002 the number of uninsured people in households with annual incomes above $75,000 increased by 114 percent.
⢠The number of uninsured in households with annual incomes from $50,000 to $75,000 increased by 57 percent.
⢠By contrast, the number of uninsured people in households with incomes under $25,000 fell by 17 percent.
About three-quarters of the rise in the number of uninsured over the past four years has been among households earning more than $50,000 per year, and almost half of that has occurred among households earning more than $75,000 per year. In fact, almost one-third of the uninsured now live in households with annual incomes above $50,000 and one in five live in households earning more than $75,000 annually.

Eligibility for Government Insurance.
Another common assumption is that most uninsured Americans simply have no access to affordable coverage. Yet according to research by the public policy arm of Blue Cross Blue Shield Association, approximately 14 million uninsured adults and children are currently eligible for government coverage, such as Medicaid or the State Children's Health Insurance Program (SCHIP), but have not bothered to enroll. Consider this: Virtually all children from low-income families are eligible for Medicaid or SCHIP. Yet the parents of more than five million eligible children have failed to enroll them. In addition, close to nine million nonelderly adults qualify for Medicaid but are not enrolled.


Age, Health Status and Insurance
Young adults (18-24) are less likely than other age groups to have health insurance, averaging 70.4 percent in 2002, compared with 82.0 percent of those 25 to 64 and 99.2 percent of those aged 65 and above. Indeed, according to the Census Bureau, 41 percent of the uninsured (17.9 million) are between the ages of 18 and 34. Good health is common in younger people, which may help explain why so many of them don't obtain health insurance. They consider other uses of their money more valuable.

For example, according to the Bureau of Labor Statistics 2001 Consumer Expenditure Survey, households headed by young people between ages 25 and 34 spend more than three times as much of their income on entertainment and dining out as on out-of-pocket health care expenses. For even younger heads of household (18-to-24-year-olds), the annual expenditure on entertainment and dining out is almost five times more than out-of-pocket spending on health care. By contrast, households headed by individuals ages 65 to 74 spend almost 50 percent more on out-of-pocket health care than on entertainment and food away from home. If the young uninsured had unmet health needs, they likely would shift some of this discretionary spending into health care.

I got sick and was in the hospital for 11 days. I found out then what the insurance DIDN'T pay for, with all the deductibles and copays, etc.

My rate was based on my production, and when I was in the hospital I didn't have any production at all.

When I was discharged, I simply couldn't afford the premium any more and had to let it lapse.

When health insurance costs more than rent/mortgage, something is seriously wrong with the system.

I desperately wanted insurance coverage because I don't want to lose everything I own. When I left a large group, went on COBRA, COBRA ran out, they didn't want me.

I don't even have any serious pre-existing conditions, but BC/BS believed that I did. They made it impossible for me to have insurance at all because no other insurance company will take you once you've been rejected or priced out. It's a very bad system that we've had for years, for those who aren't covered by some large company with someone to fight for you when the insurance company takes advantage of you. I had nobody to stand up for me and so I lost.

I had a similar problem with my car insurance. After I turned in a leased vehicle, I decided to wait a few months to save more money for a car to purchase with cash. I cancelled my insurance when I turned the car in. I had no idea what a bad decision that was until I bought a car 4 months later and got my quote for the insurance. My rate went sky high because I had a 4-month gap in my insurance! I assumed (shame on me) that it didn't make sense to pay insurance for a car I didn't have. I was put in an Assigned Risk Pool for lapse of coverage! Go figure.

Live and learn. It would have been cheaper for me, in the long run, if I would have kept my insurance on a car that I didn't have. It sometimes make my head want to explode.

My employer's premium was too much for me. The Pre-Existing Condition Insurance Plan of the "Affordable Health Care Plan" premium for my state was actually hundreds of dollars more per month than the employer coverage that I can't afford.  So much for looking out for the working poor.

By the way, what exactly do they mean by "Affordable Health Care Plan?" Affordable for who? It doesn't seem very affordable from my standpoint.
