The Senate effectively rejected a slimmed-down package of jobless benefits and state aid late  Thursday, rebuffing President Obama's call for urgent action to bolster the economic recovery.

Sens. Ben Nelson (D-Neb.) and Joseph I. Lieberman (I-Conn.) voted with a united Republican caucus to block the approximately $120 billion package. The measure needed 60 votes to advance, but garnered only 56.

Democratic leaders, who had predicted victory less than 24 hours earlier, vowed not to give up on the measure, but acknowledged that they have no clear path to securing the one or two Republican votes needed to push it to final passage. Though the sprawling package contains a number of must-pass provisions, Republicans have been steadfast in their opposition, insisting that the full cost of the measure be covered by cutting existing government programs.

"Americans are frustrated with the amount of spending and borrowing around here," Senate Minority Leader Mitch McConnell (R-Ky.) said after the vote. "Let's not wave on through legislation that is going to worsen the deficit and dig an even deeper hole than we are in."

With midterm elections looming this fall, conservative Democrats also had voiced opposition to the size of the package and its impact on deficits, already driven to record levels by government spending to combat the recession. But congressional leaders have struggled to pare the legislation back.

The measure would protect doctors from a steep cut in Medicare rates scheduled to take effect Friday and extend emergency unemployment benefits that support more than 5 million people. Without congressional action, an estimated 1.2 million people will stop receiving checks by the end of the month, according to independent estimates.

The package also would extend some expired tax breaks for businesses and individuals, including the hugely popular research and development tax credit. And it would raise taxes on oil companies, multinational corporations and investment partnerships.

During the past month, Democratic leaders have winnowed the overall price tag down from $200 billion and reduced its impact on the deficit by two-thirds. The House narrowly approved the package and sent it to the Senate, where Majority Leader Harry M. Reid (D-Nev.) has been trying to add $24 billion in aid to state governments, a top Obama priority designed to avert thousands of state layoffs and prevent the 9.7 percent unemployment rate from shooting even higher.

To squeeze in that extra cash, Reid has hacked away at other pieces of the package. The latest version would protect doctors from the Medicare pay cut for six months rather than the 19 months approved by the House, for example, and it would dock $25 from the checks of all 15 million people who receive unemployment benefits, repealing a boost approved in last year's stimulus legislation.

The resulting measure, unveiled late Wednesday, would add $55 billion to deficits over the next 10 years, according to the Congressional Budget Office. And with that, Democrats believed they had secured the votes of at least two Republicans: Sens. Olympia J. Snowe (Maine) and Scott Brown (Mass.).

But any deal unraveled during a long day of talks Thursday, leaving Democrats frustrated and perplexed.

"We thought we had enough votes to pass this," Reid told reporters, adding that Lieberman had been prepared to come on board. He and Senate Finance Committee Chairman Max Baucus (D-Mont.) said they would regroup Friday. But aides said the path forward would not become clear until next week at the earliest.

"The vast majority of Americans want us to create jobs, to help pull us out of this recession," Baucus said. "The bottom line is we're going to keep trying, because that's what the American people want us to do."

White House spokeswoman Amy Brundage blamed Republican obstructionism for the bill's failure. "These measures are vital to our nation's families and our economic recovery, and the President urges those opposing these measures to end this obstruction and stand on the side of the American people," Brundage said.

I skimmed because I am supposed to be working...But the previous stimulus bills stimulated who? Big business so that the gvt could overtake and run them. Had the president and I use the term loosely, divided that up and sent a check to each household we would have been a heck of a lot better off. My kids and grandkids will be paying off these debts. Any ANYONE who thinks that Dems that are voting against Obama are doing it because they care is just out of the game. They are doing it because there is an overhaul coming in November like they have never seen..And the Reps will fall into it also. Its time to start not just voting our party lines but researching our candidates and learning their track records. Had that been done with Obama, I think he would not be in office. He has never done anything work wise in his life otherwise the Gulf Spill would have already been cleaned up. It takes a LEADER not a speaker.

Because there is nothing they are going to do to stimulate or create any jobs. He hasn't created a single job with the past package why should anyone believe any different with this chunk of money he wants to hand out. Besides the 200 million he gave to an unkown source..If I have my ideas where it went and it wasn't to bolster this nation's economy. The man is a spend freak..All he does is throw partys..I've seen more of him on TV in his still short term than I have any other President. He is a liar out and out..To create jobs you CUT taxes to stimulate big business to hire. In the health care bill there is a little passage that will tax you on what your employer pays into your health care...So it's not free health care we are paying through the nose for it..I'm not sure what my bill will be but I assume over 12,000 extra on my taxes this coming year.

Exactly what did they say you could expect? Maybe they were trying to frighten you. Ask yourself when was the last time any insurance company discussed taxes with you. They talk about premiums, deductibles, copays, lifetime limits, coinsurance, etc., but taxes? My answer would have to be never once in the last 30 years has the subject ever come up in any insurance correspondence, benefits schedule or policy manual, advertisement or brochure I've ever seen. Next question might be something on the order of who stands to benefit from making Obamacare sound scarey and costly? Did they offer you a better deal? Can you say sales pitch?

You are still all over the map without a citation in sight, but made a stab at the false claim that the ARRA has not created a single job. Unless you can come up with some believable sources, let's just let the remainder of your tiresome O bash stand as is.

Feb through Sept 2009, estimates of stimulus jobs creation were around 640,239. The first reporting period was protracted as the program was implemented, funds allocated and released and reporting methods devised. This first report was considered flawed because some funds recipients did not know how to report impact on jobs. In response to criticism of the "jobs saved" measure, the method of reporting was revised in subsequent report cycles.

From Oct through Dec 2009, another 599,108 jobs were added. From January through March 2010, 682,779. Even Murdock's WSJ reports "firm recovery" for 2010 (see link below). Second quarter concludes at the end of June. As of June 18, Gallup's job creation index hit a 20-month high.

they pad the number of jobs they created while they were in office. I think our president has created some jobs. However, I find that a lot of the jobs he saved and/or created are not sustainable jobs. Also, the stimulus was a joke. They cannot even account for all the money that went out. That right there should tell us how great our gov't is at running things.

Unless I'm reading the numbers wrong, Jan-March numbers are 266,880 jobs LESS than what you stated.

For January through May, the job total is 694,754.

Don't forget, those numbers also include census workers and the last job number that came out, according to the media, 80% of those were census workers, which are temporary jobs.

back then. It would have definitely stimulated our economy and, even if people had saved some of the money, it would have helped in this awful economy.

I don't believe there would have been as many foreclosures because they might have been able to keep up the mortgage (depending on the amount of $$ we would have gotten).

The stimulus stimulated Wall Street and big banks just so the CEO's and other higher ups could keep collecting their big salaries and perks.

So, what did it accomplish? It just made the people of this country poorer.

I just can't wait for November and I hope everyone researches the candidates AND not only vote for the lesser of two evils but also INFORM friends, family, neighbors, and even strangers (if you're not afraid of getting sucker punched)who's who on the ballot.

Obama Requests $50 Billion More, Networks Devote 38 Times More Coverage to World Cup

The news media have recently been struck with World Cup fever, with two broadcast networks sending reporters to South Africa to cover the games. At the same time, a bailout request that could cost taxpayers another $50 billion was ignored by most broadcast news programs.

ABC, CBS and NBC spent a combined 25 minutes 54 seconds talking about World Cup soccer between June 13 and 15. That was more than 38 times what they spend talking about Obama's latest call for further government spending - which was guaranteed to upset taxpayers.

While the World Cup is a worthwhile story, U.S. taxpayers might have ranked a request for $50 billion more of their dollars higher than the networks did.

Obama sent a letter to Congressional leaders on both sides of the aisle June 12, urging them to pass a "derailed" $50 billion state bailout bill. But the three broadcast networks' newcasts have all but ignored it. "Good Morning America" was the only network newscast to mention the president's push for more stimulus. Its story was 40 seconds long.

By ignoring the request for more funds, the networks shielded Obama from the taxpayer anger and criticism that has been simmering all over the country, bubbling up at hundreds of tea party protests around the country and at town halls in 2009.

He says he wants the $50 billion to avert "massive layoffs" of public-sector employees like policemen, firefighters and teachers.

"But don't call it stimulus," warned CNN's Kiran Chetry. Stimulus is a dirty word these days, a point CNN acknowledged when it reported the president's call to Congress.

Unlike the networks, many print news outlets including The New York Times, The Washington Post, Reuters, and The Christian Science Monitor, along with cable networks CNN, CNBC and MSNBC reported Obama's appeal for funds which he claimed was necessary to prevent a setback in the "economic recovery."

"In the letter Saturday, Obama made an unequivocal case for spending more now - particularly on measures to support small business and state governments - to ensure that the recovery doesn't âslide backwards.' The Post wrote on June 15. "And administration officials defended their lobbying campaign, noting that White House Council of Economic Advisers Chairman Christina Romer met with two key groups of House Democrats in recent weeks to make the case for delaying major deficit-reduction until growth is firmly reestablished."

No reporting means no criticism.

By devoting a mere 40 seconds to the stimulus request on just one show, the broadcast networks didn't leave much room for critics of the plan. Those critics argue that the initial stimulus bill has failed since the unemployment rate has risen to 9.7 percent, and throwing more money at the problem won't be the solution.

One such critic is Rep. Michele Bachmann, R-Minn., who offered her perspective of more stimulus in a column for Townhall.com.

Bachmann pointed out, "Back in 2009 when President Obama was touting his $787 billion economic âstimulus' plan, he claimed that we passed the bill so that âlocal districts didn't have to lay off teachers, firefighters, police officers and others, and the stimulus succeeded in that.' According to Bachmann, the "throw money at it" approach "doesn't work" and "we don't have the money to spend in the first place." She reminded readers of the $13 trillion federal debt that is projected to hit $19.6 trillion by 2015. The unemployment rate is also at a very high 9.7 percent (it went as high as 10 percent under Obama).

CATO Institute Budget Analyst Tad DeHaven criticized Obama's latest request as a union bailout and said, "the only thing the money would sustain is the excessive wages and benefits government employees enjoy at the expense of the private sector."

DeHaven pointed out that state and local government employees earn 45 percent more (total compensation) by the hour than average private-sector employees.

History of Support for Government Stimulus

The networks' near silence about the latest in a long parade of bailouts shouldn't really be surprising. ABC, CBS and NBC helped sell the initial stimulus package and other bailouts for the White House.

Obama not only had strong majorities in the House and Senate to promote his massive stimulus bill, he had ABC, NBC and CBS cheering his "bold" push for economic stimulus. A Business & Media Institute Special Report found that ABC and NBC particularly favored the legislation, including pro-stimulus voices by a more-than 2-to-1 ratio (139-56).

After all, as NBC's Scott Cohn told viewers, "Economic stimulus isn't just a political debate around here. It could be a matter of survival."

But as federal spending grew in unpopularity, the networks have barely reported such bailout requests.

After all, the public uproar over a $787 billion stimulus, auto bailouts, Fannie Mae and Freddie Mac's growing burden on taxpayers (possibly up to $1 trillion) has revealed itself in cities across the country as thousands have protested against out of control government spending.

The networks have refused to hold Obama accountable for the failure of his stimulus package even after a year with the most jobs lost since 1940 (as of January 2010). Since then the national unemployment rate has dropped a smidgen to 9.7 percent. But millions are still out of work.

Obama's administration sold the stimulus package on claims that, if passed, the unemployment rate wouldn't go above 8 percent. During the campaign he also promised to "save or create" 3-4 million jobs. Now, Obama says the economy is in recovery, but $50 billion more is needed to help desperate state and local governments.

In October 2009, the networks also helped the president by staying quiet about a "stealth" push for "second stimulus," knowing that the public outcry would be fierce. The networks covered the first stimulus package 6 times as much as the possibility of a second stimulus.

Even a full year after the stimulus bill passed, nearly half of network reports failed to include any criticism.

Oh, I just can't wait for Nov. He's gone but in the meantime, he just about put PA in bankruptcy with his spending policies, yet stopped all road construction and bridge work repair that hasn't been started yet because there is no money. Where did it go? Pittsburgh, Harrisburg,and Phila.

If a bridge collapses, who's gonna pay? (No need to answer, I know the answer.)
