of regulations, 828 pages just this year so far. They have decided that even though health insurance is mandated, it will only cost $100 the first year if you don't have it. The federal regulators wrote these regulations, of course.
Who will have to deal with the regulations? Insurance accuaries, state insurance commissioners and insurance companies---the people who know how to deal with it.

Believe me, department heads and the clerks under them all need as much specificity as they can get. No letting someone's operation hang on how goodnatured or mean a clerk might be or a coin toss by a lazy one.
Which, of course, leaves the question of quality. No doubt we'll find out what needs to be fixed as it goes to work, with enough issues to ensure Greta never has to run out of something to complain about. I predict at least 99% of the problems will actually be processing/legal issues, though, and we'll never hear about them or need to.
Which leaves our actual healthcare. The goal. What matters.
In the meantime, though, these new regulations are the result of many months of work by many people. This, at least, is not stagnating government bureaucracy. Which can be good or bad. Do your own coin toss. :)
