Imagine Bush - looking to Rumsfeld to figure out if we should bomb somebody, anybody in response...now where would it be best for my investments to cause a war?
How do they know his inner reactions? He is trying to resolve this psychologically. He is trying not to knee-jerk react and send in the Marines to certain death and little reward. He is trying to let the Middle East settle its own fundamentalist problem (if they can even be considered fundamentalists and not just crazed serial killers.)

None of them seem to be military and immediate, which I think is needed, but I fully admit I am at a loss as to what action we could take to stamp them out that wouldn't have bad collateral damage in the form of relations with foreign governments and innocent human lives (not ISIS obviously).
Humanitarian aide is a good idea, but I don't agree that it should be "instead of" anything, and I believe probably we are already doing that anyway.
I don't see why Gitmo is the only place these people can be questioned. The whole existence of that place is a shady and shameful reality which I think should not continue.
