Man up. It's about personal responsibility. Rand was caught and now he wants to make light of it by an absurd invitation to duel (???) and blame the ones who caught him.

A science fiction movie, Gattaca, was plagiarized by Rand to explain how women's freedom to have abortion is a threat to human liberty as it will lead to a future world in which babies are "graded" at birth for their genetic adequacy.
This is a pattern we've seen in him many times over. It seems to illustrate not only his very low evaluation of his listeners' intellect, but, more to the point, his own serious lack in that respect.

Senator Paul is now pretending to be outraged, but he is hardly innocent. Every high school and college class that assigns papers warns against plagiarism and the consequences if a student is caught trying to get away with plagiarizing text that belongs to another person or institution.
