Why do the Democrats on the House Ways and Means Committee insist on wasting time by making speeches? They are on that committee to ask questions of anything that comes before them (not just the new healthcare laws), not make political speeches.
The same thing happens all the time. The Republicans are asking questions, while the Democrats make speeches on how mean the Republicans are. I don't find the questions mean or trying to "undo" the law. In fact, I think these are questions most people want to know...some are on implementing it, the waivers, what about a scenario of a 25-year-old who lives in Hawaii while parents live in Michigan, who's going to get taxpayer information (more than 300 agencies), why the employer hold on mandating it while individuals still have to get coverage by 2014, what happens if someone who gets subsidies turns out to not qualify for it - how will the IRS get that money back; how do they figure out who is not qualified for subsidies, and how long will it take for the IRS to investigate and find any abuse/misunderstanding (answer was 2 years).
Gary Cohen answers most questions with "It's not my responsibility." BTW, Gary Cohen is Deputy Administrator and Director of Center for Consumer Information and Insurance Oversight. We all know who Doug Werfel is, and some of his answers were "I'll have to get back to you on that."
Anyone that is lawfully here in the U.S.A., students, people with Visa's, lawful permanent residents, they can apply for insurance subsidies. (Eligible residents also apply to "noncitizens who, while outside the U.S. and their home country, were granted permission to enter and reside in the U.S. because they have a well-founded fear of persecution in their home country. Refugees are “qualified” immigrants and are “lawfully present” in the U.S.," a person granted asylum, those "noncitizens who are granted withholding deportation status," those "paroled to the U.S. from Cuba or Haiti," and others who are granted "humanitarian status," domestic, human traffiking victims, confidential informants of other countries who are of help to law enforcement, just to name a few. There's also the indefinite visa nonimmigrants who can stay here forever at will, who will also be covered.
