This is a hospital collecting its debts - I do not agree with its methods and I know what it is like to have bills turned over to collection. What I don't understand is the connection of this hospital collecting (and the questionable method they are using) to Medicaid expansion - even those states who have chosen to let the federal government help them pay for Medicaid expansion in their states, there will still be people who aren't insured (for whatever reason) and there will be deductibles that people cannot afford to pay - the hospitals will still try to collect what they can - the other side of the coin are those - and we all know them - who have mega-hospital/doctor bills and still manage a trip to Sandals Jamaica every year.....
