How to cut government spending:

WHERE TO CUT – DISCRETIONAL SPENDING

Unnecessary government programs should be eliminated, such as agricultural subsidies, “corporate welfare,” and tax credits for favored industries.  These programs do not serve the interests of the general public, and the beneficiaries do not need government support.  Agricultural subsidies primarily benefit big agribusinesses and wealthy landowners, for example, while driving up food prices for all Americans.

Another problem is duplication.  Federal programs often have overlapping objectives, resulting in “turf wars” and/or unnecessary costs to ensure coordination, e.g., several different agencies have been involved in water resources development.  The solution is to pick the best programs and terminate the rest.

Federal grant programs should be eliminated, with the functions involved being left to state & local governments or the private sector. Some $426 billion in federal grants were paid in 2005, ranging from $186 billion for the federal share of Medicaid and the $71 billon cost of the Department of Education (mostly grants) to 50 different grant programs for the homeless in eight federal agencies.

What is wrong with grant programs?  They encourage overspending for the stated grant purposes, foster the growth of federal, state and local bureaucracies to document compliance with federal mandates, and reduce the flexibility and innovation of recipients.

Is there truly some reason to believe, for instance, that the states, school districts, teachers, and parents of this country cannot be trusted to determine how our young people should be educated? 

WHERE TO CUT – ENTITLEMENTS

Over half of the federal budget currently goes for “entitlements” (Social Security, Medicare, the federal share of Medicaid,etc,) and these programs will continue to grow rapidly unless corrective action is taken.  What should be done?

 #Permit younger workers to use the payroll taxes that they pay for Social Security to set up individual retirement accounts in lieu of traditional retirement benefits, which would help keep the system solvent and make it far more equitable. 

#Restructure Medicare and Medicaid.  No one wants to oppose healthcare for people who need it, but there is no escaping the fact that the escalation of medical costs has been fueled by government policies that cut the perceived linkage between the consumption of medical services and the payment for them.  To make things better, this linkage must be restored – which means reducing government control over the healthcare marketplace, not further increasing it. (There are already 100,000 pages of Medicare regulations, and what good have they done?). 

STRUCTURAL CHANGES TO THE BUDGET PROCESS

A balanced budget amendment to the Constitution, either prohibiting deficit spending except in time of declared war or requiring a 2/3 majority to approve deficit spending in any given years, would be a tremendous help -- if it could be adopted.

Giving the president a “line item” veto could be modestly helpful as a means of cutting pet Congressional projects (or “earmarks”) out of the budget.  The ideal approach would be to restore the president’s impoundment authority, since a presidential power to veto elements of Congressional authorizations would require a Constitutional amendment.

Also mentioned are the “pay as you go” rules that were recently reinstated, but these rules are far from a panacea.  First, they have never been viewed as applying to mandated spending programs, such as entitlements.  Second, their primary effect is to limit tax cuts (including extension of tax breaks enacted for a limited period of time, e.g., provisions designed to prevent millions of middle class taxpayers from being subjected to the Alternative Minimum Tax).

It doesn't matter whether it is left or right, but I do prefer to know the source of any information I receive. It is also important to credit the author rather than cutting and pasting it as if it were your own work. There are laws that protect intellectual property rights, which can be found by doing a simple Google search.

I never said or implied that you were the original poster. I also disagree with many other ideas proposed on their website. I find it humorous that they state on their home page that their advice has not always been heeded. Maybe they should take a hint from that!

From reading the original post...it seems to me that he has better ideas about how to look out for the little people than many in Washington do. At least he wants to cut back spending which is something I have yet to see from the Bush Administration or the Obama Administration.

I did not want to comment because "the ideas" are framed in such a way that government is the problem. I see corporate greed as the main problem.

Private IRA accounts is the hugest mistake. How many times do you have to see the Wallstreet Raiders ride through trashing the economy to get this?

How do you think big projects were done that benefit society as a whole without the government grants. Think interstate system, airports, dams, sanitation.

Government grants don't have to end, but killing programs that don't work instead of adding more programs on top of them might help. Any time it pays more NOT to work and be on programs something is very WRONG with the system.

you know as well as I do there are people on both who are able to work but don't because between food stamps and welfare it pays better than minimum wage job. Gimme programs should NEVER pay more than minimum wage. "welfare" could "supplement" minimum wage for those with more children...however, a JOB that actually pays some taxes should be part of ANY gimme when the person is able to work. There are public works jobs these people could be doing. They should have to be looking for a job every week just like people drawing unemployment. We could save a ton in those two programs alone.

1. The agriculture subsidies. This was started "way back when" to help the SMALL FAMILY farmer. Now, big business (corporate farms) gets all the subsidies which, IMHO, they shouldn't qualify. The small family farm still needs some help, but because of the corporate farms, they rarely get it. Look how many families lost their farms in the '80s.

2. They should go after the waste and fraud in Medicare and Medicaid.

3. Cut government workers. There are the secretary, first assistant to the secretary, 2nd assistant, and so on. Why? This goes for federal and state workers.

4. There ARE too many duplicated, overlapping programs and those should be eliminated. I can't give an example right now but there are hundreds, if not thousands, of programs that could be elminated.

5. I think SS ages should be increased as suggested earlier. They did it a few times before, why not now? Especially since it's only a couple of years and ease into it. I do NOT agree with workers setting up their own accounts. The stock market is too unreliable to garner a decent retirement package. Some people don't have the foggiest idea of how to set up an IRA let alone where to put their money.

6. I also suggest that a measure or law be made to stop allowing the government to raid the system when extra money is needed AND to start paying back what they have already stolen.

7. I do NOT agree to allow the states to handle the grant programs. From experience with our governor (happily leaving his role), favoritism will play too large a part on where the money goes and some programs will be under-funded, over-funded, or not funded at all. Also, grant programs need to be allowed ONLY for public health and safety programs; i.e., sewer, road, firefighters, police, etc. These are usually noted in bills as earmarks. Throwing in crap like 'redoing' grass on football fields, bicycle or walking paths, etc. have no place in a federal budget grant program. Let the states fund those if they can. If they can't, then let them wait.

8. It's about time we stop paying for other people to retire when we're having a hard enough time trying to cover ourselves in our future retirement (taxpayer-funded pensions). Cap them where they are and if those in the unions want them raised, let the workers in those pension programs pay the difference. Why should goverments (fed and state) be the ones to always pay? The same applies for their health insurance.

9. Get rid of some of the tax deductions and/or loopholes that let corporations wiggle out of paying their fair share.

Thats only a few of my thoughts. Anyone else?
