with the why Obama uses EOs to bypass Congress who, as you know, is the ONLY body that can make law.

This is another attempt of Obama to make law. He can't do it! He even admitted he is bypassing Congress, which means even HE knows what he is trying to do is make a law and it's illegal. This will be another waste of the Supreme Court time.

Did you know that desegregation of the schools was accomplished via an executive order by President Eisenhower? Lots of info on executive orders can be found on Google.
