Look at the timeline. She shows up blaming Comey for her loss and announces she's going to start a resistance super PAC to fight Trump. Then Comey's out. This is Trump's way of saying "you got one pass, you won't get another." It's a veiled threat to reopen the investigation into her server. She was never charged with a crime so there's no double jeopardy. Comey didn't have the legal authority to do what he did. Lynch recused herself, so the decision should have gone to her deputy.
