Another example of a simplistic story for a complex issue - sm

As usual, I had to go digging for more info since this is a faux story. This program has been in existance for 16 months. Think about the difficulties of getting a "business" started and up and in running in 16 months from scratch. You would need agency space and have hiring issues, develop job standards and hiring practice, wages, (job description, advertising, interviewing, hiring, and training). Then develop and implement the program itself. You have to have time to get the public relations out there to the people who would benefit from these services. A mechanism needs to be put into place for homeowners to apply and be approved. An assessment of the home (including equipment purchased to do the assessment) would be necessary to determine what energy saving measures are needed and then, after all of that, you would start on the actual implementation of these measures. Now, you also have to take into consideration the current housing/economic problems of homes being foreclosed upon, etc.

The example given here was for Seattle. One of the things I do not know about, is that how motivated are people who live in Seattle towards energy efficiency. I know that where I live, if I can cut my heating bill from $1,000 a month to $400 a month, I am very motivated. If I can reduce my summertime cooling bill, I am also very happy. Perhaps the economic savings are not that motivating for the Seattle area. But, again, that would involve public education on the "greenness" of energy savings, both by carbon footprint and by cash.
