Sequester = slowing rate of spending increases

FOX NEWS INSIDER - President Obama has accused Republicans of blocking efforts to avoid the automatic spending cuts set to go into effect March 1. Fox and Friends asked Judge Andrew Napolitano whether Obama can decide where the cuts should go into effect, since Congress has not passed a budget. Napolitano explained that the sequester is not a reduction in spending, but actually just slowing down the rate of spending increases. He said Obama has an obligation to keep the most critical areas of the government running at full force, and look to apply the cuts elsewhere. “This is almost an impeachable offense. Step 1: Complain about spending as soon as Bush is out.
Step 2: Refuse to pass any bill that increases spending even if it's disaster relief, support for the troops or to help 9/11 First Responders.
Step 3: Agree to sequester.
Step 4: Complain about sequester.
Step 5: Demand sequester continue.
Step 6: Complain about sequester related spending cuts.
Step 7A: If sequester helps, take credit for it.
Step 7B: If sequester hurts, blame Obama for it.

I'm getting the impression a lot of Republican politicians and talking heads were confused about what spending cuts meant. There isn't a lot of money that goes nowhere. It goes to services. When you stop sending those services money, you stop getting those services. So, if you want spending cuts, it has to come from either infrastructure, the social safety net, defense, education, scientific innovation, energy subsidies, agricultural subsidies, etc. They all have benefits and consequences. Shame on Obama for not cutting the budget in a way that effects nothing, hurts no one and pleases everyone.

Admittedly, at least the Republic plan is more proactive (if in the wrong direction) than the long-standing Democratic Party plan:
Step 1: Talk big.
Step 2: Do nothing.
Step 3: Capitulate.

What exactly has Obama done that in any way compares to Bush's pandering to Halliburton? The radioactive nuclear waste we left behind from bunker busters? Iraqi infant birth defects that resulted from OUR depleted uranium? The thousands of US soldiers that came home in caskets?
