...is to review Inspector Generals' reports with respect to every agency in the government, such as the one linked below about the disappearance of thousands of green cards, and take action on them.
The federal government is a pig's breakfast, and there are scathing IG reports for almost every agency with respect to inefficiiencies, waste, fraud, abuse of power, improper or unethical behavior, incompetence, misuse/abuse of federal credit cards and vehicles, misappropriation of government property, faked time cards, viewing porn on the taxpayer dime, "retreats" and "conferences" held at luxurious resorts, etc.
This outrageous misconduct is pervasive, on a massive scale. The IRS and VA scandals are just the tip of the iceberg. Of course, you expect these things when no one is minding the store, or when the boss is utterly incompetent with respect to administrative skills.
The IG's report these things, but for the past 8 years most of these reports have disappeared beneath waves of Obama administration indifference. It's only when people begin to scream about things like the VA situation that Obama has very reluctantly (and obviously ineffectively) taken any action.
Other reports expose situations like these:
The federal government is leasing a lot of office space around the country that it never needed and either has never used or has abandoned. Inexplicably, these leases seem to be renewed without any oversight. Let's dump those.
The federal government owns a lot of land that should be reviewed because it was acquired for the wrong reasons and/or because there is no particular reason now for it to remain in federal control. This land is costly to maintain, and it often inhibits private development for no good reason. Let's sell it. The government should not be in the land business.
Homeland Security purchased millions and millions of rounds of ammunition and weapons without a word of explanation or any conceivable purpose, except perhaps to drive up the prices that citizens have to pay as a form of stealth gun control. This should be divested.
...the list goes on and on.
If I were Trump, I would create a team that would examine these reports, identify the persons involved and take the appropriate corrective measures, up to and including termination, civil actions for restitution of misappropriated funds, and perhaps in some cases criminal prosecution with prison and/or fines.
Draining the swamp doesn't just have to do with restricting lobbyists, eliminating reams of ridiculous regulations that cost taxpayers and businesses $millions, or killing sweetheart "pork" legislation. There's pond scum and dead wood stinking up every single agency that needs to be CLEARED OUT once and for all.
