This problem is a bit like having an intersection that works well for decades, and one day a severely drunk man, intent on suicide, runs through it, killing himself and a young family in a car in the intersection. Some say, what a travesty, we need to find a way to be aware of when people are on the verge of such a thing and perhaps take their car keys, etc. We don’t need to say people can’t drive any more.

No, we understand that people are not machines and we do the best we can to constrain them from such activity, and when one DOES act out, we try to come up with a preventative measure that will still afford the rest of the law abiding society freedom over their own lives.

The only change I would make with this is be a little careful about who stays in hotel rooms with views of contents of nearby stadiums during events. Cameras and motion sensors can handle that nicely. The rooms could even include bulletproof glass so that one must be on the outdoor deck to get a shot off. And this would only really matter during high occupancy events at outdoor venues nearby.

There are many ways to mitigate this with almost no impact to the general population if we believe it will become a common temptation for bad guys in the future. This is why some buildings have concrete posts and barriers that would even stop a semi. Few people even know why they are there.
