How would they know someone is mentally ill unless they test and counsel them? The mentally ill can be very convincing that they're "normal."
Like I said before,this man was not mentally ill or else he wouldn't have spent [probably] months planning this carnage or some other carnage with pipe bombs or other types of bombs. He was hellbent on murdering people any way he could and this event sadly was his attempt.
Some states require gun safety courses before obtaining hunting licenses, especially if you're a new hunter.
In my state, there are courses in gun safety for everyone who buys a gun, I don't know if it's required or voluntary and responsible people do take the course.
